SPECIAL NOTICE NRMJ20002301124SRG *** National Oceanic and Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with ERAPSCO of Columbia City, Iowa for the purchase of a 192 Airborne Expendable Bathy Thermograph. ***The sole source determination is based on the NOAA, Physical Sciences Laboratory (PSL) is in need of a replacement on the NOAA Aircraft Operations Center (AOC) which�is approved for�a�mount�on a sonobuoy launch system that can accept a Launcher Container ""A"" Size Sonobuoy�LAU-126/A�(�A-Sized�) canister. The sonobuoys transmit at a VHF frequency and are received on an aircraft radio receiver system.� The signal demodulated with a custom computer processing system.� These radio and computer processing systems are already procured by NOAA AOC. For this particular procurement, the ocean temperature and depth (pressure) profile are required quantities to be sensed. The system that is AN/SSQ-36B Sonobuoy produced by Ultra Electronics Undersea Sensor Systems is the only known compatible Airborne eXpendable BathyThermograph (AXBT) with the A-sized sonobuoy deployment and data receiver systems. Delivery is to be by February 2025 or sooner. ***This notice of intent is not a request for competitive proposals and no solicitation package is available.� However, firms that believe they can fully meet the Government�s requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
