Description
Notice of Intent to Sole Source In accordance with FAR 6.302-1, 10 USC 3204 The Naval Medical Readiness Logistics Command (NMRLC) intends to award a sole source contract under the authority of FAR 6.302-1 to the University of Southern California (USC) Medical Center. Navy Trauma Training Center (NTTC) located at Los Angeles County and University of Southern California (LAC+USC) Medical Center, is a component of Naval Expeditionary Medical Training Institute (NEMTI). NTTC provides trauma training courses monthly.� The course includes didactic lectures, skills rodeo application, simulation laboratory utilizing Laerdal SIMMAN 3G, K-9 Dog Trainers, SONOSIM and CAE VI Medix Ultrasound Trainers and other simulation equipment, clinical rotations, and a three-day hands-on training on non-perfused and perfused cadaver bodies in Fresh Tissue Dissection Laboratory (FTDL) managed by USC Surgical Skills Simulation and Education Center. The NTTC FTDL course is included in the 14-day NTTC curriculum that comprises of didactic lectures and hands-on application in Advanced Surgical Skills on Exposure to Trauma (ASSET) and Combat Orthopaedics Trauma Education overseen by the Chief of Trauma, Physicians from LAC+USC Medical Center, and the NTTC Trauma Surgeon, Orthopaedic Surgeon, and Anaesthesiologist instructors. All services provided shall be within 50 miles of NTTC. The facility shall possess the Joint Commission approval and verification by the American College of Surgeons (ACS) as a Level 1 Trauma Center as designated by the State of California. The facility has a Training Affiliation Agreement with the United States Navy. The purpose of this contract is for NTTC to acquire (24) cadavers for the ASSET+ course (3 cadavers per class for a total of 8 classes) and (12) cadavers for the IDF course (3 cadavers per class for a total of 4 classes) from USC Surgical Skills Simulation and Education Center. Fully tested with Serology documentation in Hepatitis B, Hepatitis C, HIV 1&2, and BioGX SARA-CoV-2 PCR Test (Covid-19). In addition, Cadaver Lab Technicians. Surgical Technologists, and Surgical Simulation Specialist services, cadaver perfusion services and provision of a body storage refrigerator space to store Fresh Tissue Cadaver bodies. All other FTDL supplies for the NTTC course shall be provided including but not limited to surgical instrument trays and equipment, back tables, emesis basins and steel bowls, cautery units, scalpels, surgical staplers, linear staplers and reloads, and laparotomy sponges. Additionally, education facilities shall be provided for the IDF courses to include: 96 hours for Coordinator/Surgical Technician Time � 12 hours per day (includes set-up and break down time) Disposable supplies � gloves, fluid-resistant gown, scalpels, gauze, etc. 8-Cadaver Specimen Perfusion Services (covers all consumable materials) The estimated period of performance is 01 Sept 2023 � 30 Sept 2025. The estimated award date is 01 September 2023. This Notice of Intent is not a request for competitive proposals and no solicitation document exists for the requirement.� Sources interested in responding to this notice are required to submit a capability statement that includes management, technical data, and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work.� All capability statements received by the due date of this notice will be considered by the Government.� A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response.� A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract. Capability statements are due by 2:00 PM Local Time, 30 July 2023.� Capability statements shall be submitted by e-mail ONLY as a Microsoft Word or Adobe PDF attachment to the following address: curtis.e.cardoza.civ@health.mil.
