- Notice of Intent to Sole Source Subject: Two-year MAST Center Membership The Department of the Interior, Bureau of Reclamation, Acquisitions Branch intends to award a The Regents of the University of Colorado for membership in the Membrane Science, Engineering, and Technology (MAST) Center. The MAST Center has been identified as the only established research center that is solely dedicated to the advancement of membrane science employ innovative water treatment process to increase the supply of fresh water through the treatment of non-traditional water sources. This membership will enable Reclamation's scientist and engineers to collaboration between fellow researchers, submit topics for review, participate in project selection process, and obtain proprietary access to any scientific data and information that is the direct result of the MAST Center membrane research. The intended procurement is classified under North American Industry Classification System (NAICS) Code 813920 PROFESSIONAL ORGANIZATIONS. The determination not to compete this proposed Order was made pursuant to the 10 USC 2304 (c)(1) and Federal Acquisition Regulation 13.106-1(b)(1)(ii), � only one responsible source and no other supplies or services will satisfy agency requirements. The Government anticipates award by August of 2023. This is the only Notice that will be published. A determination by the Government not to compete this requirement based upon response to this notice is solely within the discretion of the Government. Period of performance: This will be a two (2) year membership period, staring from the day of award. This notice of intent to award a sole source purchase order is not a request for competitive proposals. However, in accordance with FAR 5.207(c)(16)(ii), all responsible sources that feel they can meet the Government's requirements detailed above may submit a capability statement which shall be considered by the agency. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirements, and include: the Dun & Bradstreet Number (DUNS), and the Taxpayer Identification Number (TIN). All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. All responses must be received by 5:00 pm MST on, July 25, 2023. Responses must be submitted electronically to Gene Parrill via email at gparrill@usbr.gov. Telephone responses will not be considered.
