- Title:� NOI - BreakAway LTD for Maintenance and Hosting Services for the NIHCC Treasure Tour Application. NAICS Code: �541511-Custom Computer Programming Services (Average Annual Receipts $34M) Product Service Code: Z1BG-Maintenance of Electronic and Communications Facilities Place of Performance:� Bethesda, MD 20892 POTS: 23-009741 Description: This is a notice of intent, not a request for a quotation. �A solicitation document will not be issued and quotations will not be requested. The National Institutes of Health (NIH), Office of Purchasing and Contracts intends to award a follow-on fixed price contract to BreakAway LTD located at Hunt Valley, Maryland 21031 on a sole source basis for a base and two option years to perform maintenance and hosting services for the National Institutes of Health, Clinical Center Treasure Tour application. In 2021, the NIH Clinical Center launched Treasure Tour, a free phone, tablet and web-based game application. �Developed by the Clinical Center Office of Communications and Media Relations, the Pediatric Oncology Branch's Center for Cancer Research in the National Cancer Institute, the Clinical Center�s Pediatric Care Committee, the Department of Clinical Research Informatics, The Children's Inn, and other stakeholders. BreakAway LTD is the developer of the application and it is mission critical to continue these the application is operational and services are continued without disruption and to maintain continuity of the services. �As currently configured, new developers would not be able to execute all of the applications, maintain data reports and sustain the dashboard for the application�s modules due to specialized functionality due to not being the original software application developer.� Without continued support for this application, it would negatively impact the NIH Clinical Center by losing a valuable tool to help pediatric patients, particularly those who are newly enrolled and existing patients in studies. �This is important to the mission of the Clinical Center and the NIH overall as NIH is increasing efforts to recruit pediatric patients and raise the census of patients enrolled pediatric focused clinical trials. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 � Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available.� Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
