Description
NOTICE OF INTENT TO AWARD SOLE SOURCE AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. �This synopsis is hereby issued in accordance with FAR Part 5.203, to announce the Government�s intent to award a 6-month, Firm-Fixed-Price Bridge Contract, on a noncompetitive basis to General Dynamics Information Technology (GDIT), (CAGE 07MU1).� This is a notice of intent to award a sole source contract under statutory authority 10 U.S.C. 2304(c)(1) set forth in Federal Acquisition Regulation (FAR) 6.302-1 and Defense Federal Acquisition Regulation Supplement Procedures, Guidance, and Information 206-302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Army Contracting Command-Orlando (ACC-ORL) and XVIII Airborne Corps have identified a need to award a sole source contract to GDIT, (CAGE 07MU1), to continue performance of 18th Airborne Corps MTC TSS requirements.� The current XVIII Airborne Corps Mission Training Complex Capabilities Support (MTCCS) Task Order expires 25 SEP 23. �The contemplated sole source contract will include a limited performance period of six (6) months, commencing 26 SEP 2023 - 25 MAR 2024, ensuring continuation of mission command (MC) training at the XVIII Airborne Corps Hub and Spoke Mission Training Complexes (MTCs).� Services performed under this sole source contract will include the continuation of non-personal services to support the Hub MTC to units stationed at and supported by Fort Bragg North Carolina (FBNC), as well as the spoke MTCs to units stationed at and supported by Fort Campbell Kentucky (FCKY), Fort Stewart Georgia (FSGA) and Fort Drum New York (FDNY). No other contractor is in the position to assemble a large team of administrative, program management and subject matter experts (SMEs) who specialize in providing individual through collective Mission Command (MC) training, by the expiration of the current XVIII Airborne Corps Task Order performance period (25 SEP 23).� Award to anyone other than the incumbent contractor (GDIT) would result in a significant break in service. �Award of this limited Bridge Contract will ensure ample time for the Government team to complete source selection activities and execute award of the MTCCS II Multiple Award Indefinite Delivery, Indefinite Quantity (IDIQ) Contract (MAC), projected for award in 3rd Qtr. FY23. This is not a request for competitive quotes. �The Government intends to negotiate solely under statutory authority 10 U.S.C. 2304(c)(1) set forth in Federal Acquisition Regulation (FAR) 6.302-1.� Any interested firms must identity their interest and capability to respond to the requirement no later than five (5) business days after this notice posts. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Please respond by 28 JULY 2023 at 1400 hours Eastern Standard Time (EST). Your response must include your stated�TECHNICAL KNOWLEDGE OF AND EXPERIENCE WITH�mission command (MC) training and information to demonstrate the Contractor�s ability to complete Phase-In activities and commence full performance by the end of the current XVIII Airborne Corps task order (25 SEP 2023). �Send your response to Daniel Steinhauer via email, daniel.j.steinhauer.civ@army.mil with a courtesy copy to Carly Haning via carly.j.haning.civ@army.mil. �All responding contractors must be registered to the System for Award Management (SAM).
