SOLICITATION NO. �W912DR23B0006 PROCUREMENT TYPE: �Pre-Solicitation Notice TITLE: �Dyke Marsh Restoration and Stabilization, Phase I Sill Rehabilitation, Alexandria, VA This proposed procurement is 100% Small Business Set-aside; NAICS 237990 ""Other Heavy and Civil Engineering Construction"" with a size standard of $45,000,000.00. Project Description: �The U.S. Army Corps of Engineers, Baltimore District (NAB), has been tasked to solicit for and award construction services for the Dyke Marsh Restoration and Stabilization, Phase I Sill Rehabilitation, Alexandria, VA.� The proposed project will be a competitive, firm-fixed-price (FFP) contract procured in accordance with FAR 14, Sealed Bidding, under an Invitation for Bid Process. The overall goal of the project is to protect and stabilize the tidal freshwater marsh and other associated wetland habitats that have been lost or impacted in the Dyke Marsh Wildlife Preserve on the Potomac River in Virginia.� The project will protect the productive emergent wetlands that were dredged or lost to subsequent erosion.� The project also seeks to maintain the integrity and health of the existing marsh.� Once completed, the project will allow the dynamic tidal freshwater Dyke Marsh Preserve to function, provide ecosystem services and wildlife habitat, and offer recreation opportunities.� USACE has constructed Stone Sill to protect the shoreline in two phases. Phase 1 was completed in 2020 and Phase II was completed in 2022.� The project provided needed the stability of 45-50 acres of emergent marsh within Dyke Marsh Preserve giving the marsh resiliency against high storm surge and tidal events, thus protecting adjacent park and private real estate interests. The Stone Sill installed under Phase 1 has settled since it was completed. The National Park Service has requested that additional rock be added to the top of the sill so that it will function as designed. The purpose of this contract is to conduct rehabilitation work on the Stone Sill constructed under Phase 1, specifically add stone to the areas with settlement, and bring it back to its original design.� The magnitude of construction is between $500,000.00 and $1,000,000.00. � Additional information in accordance with the Scope of Work will be included in the Request for Proposal (RFP) package. This will be an invitation for bid (IFB). An award will be made to the Offeror whose proposal is determined to be the lowest priced to the Government. It is anticipated that the solicitation be released on or about 04 August 2023 with proposals due on or about 05 September 2023. The solicitation will be provided in an electronic format, free of charge, to all authenticated account holders of the Procurement Integrated Enterprise Environment (PIEE) system. �To familiarize vendors with the system, please go to https://piee.eb.mil. �The media through which the Government chooses to issue this solicitation will be the internet only. �This solicitation will not be issued in paper format.
