Description
The Department of Interior (DOI), United States Geological Survey (USGS Office of the Associate Chief Information Officer (OACIO) will be obtaining an AMP Teams Edition Software Solution from Level Access, Inc. The primary use is to support the biannual reporting requirement to Congress and the General Services Administration (GSA) on the review of posted web information. The USGS Section 508 Program Manager is responsible for evaluating and ensuring compliance with accessibility for Information Communication Technology. In making this procurement decision, USGS considered alignment with GSA, DOI Section 508 Program requirements and Federal Risk and Authorization Management Program (FEDRAMP) authorizations. Web Accessibility Evaluation Tool Requirements. The AMP Teams Edition cloud solution will be used by personnel within the Section 508 Program to evaluate the accessibility of DOI's public-facing and internal web content and will not be available to personnel enterprise-wide. The Section 508 Program is seeking to procure 5 user licenses of the AMP Teams Edition solution. The following are requirements for the cloud solution: Must be FedRAMP authorized at the SaaS level. Must be compatible with latest version of Drupal and Microsoft Office 365 SharePoint. Must be able to parse web pages and PDF attachments from the web pages. Identifies accessibility issues on public-facing and intranet websites and measures compliance when testing against Web Content Accessibility Guidelines (WCAG) 2.0 Levels A and AA or WCAG 2.1. Able to scan multiple domains within the DOI environment. Creates and schedules customized scans on numerous web pages (scans multiple levels of a website). Performs automated testing on PDF documents. Supports scanning of approximately 500,000 public-facing and intranet web pages, and 80,000 PDF document pages in approximately 100-125 hours every quarter. Number of web pages and PDF document pages are subject to change. Tests pages behind authentication and in different stages of development. Provides reporting of accessibility deficiencies based on Severity ratings for every issue. Provides reports of deficiencies that can be exported to accessible formats. Provides recommendations on addressing issues and additional tests to use for further evaluation. The USGS is aware of no other source that can provide the above AMP Teams Edition Solution. Therefore, it intends to make an award to Level Access Inc., unless it is contacted by any vendor who believes they can provide the same software. Vendors are invited to contact the Contracting Officer, Nicole Demby (ndemby@usgs.gov) no later than 12:00PM EST, Friday, July 21, 2023, with an affirmative answer. SOLE SOURCE JUSTIFICATION STATES THE FOLLOWING PART: The following information is provided to demonstrate the proposed contractor's unique qualifications: AMP is a software product currently used by the Section 508 Program to evaluate the accessibility of DOI�s public-facing and internal web content in order to meet accessibility standards pursuant to Section 508 of the Rehabilitation Act of 1973, as amended. Section 508 of the Rehabilitation Act of 1973, as amended (29 U.S.C. 794d) requires all information and communication technology (ICT) that is developed, procured, maintained, or used by a Federal agency to be accessible to people with disabilities. AMP is a cloud solution to evaluate the accessibility of DOI�s public-facing and internal web content to meet accessibility standards pursuant to Section 508 of the Rehabilitation Act of 1973, as amended. The only vendor available to provide this software solution is Level Access, Inc. The Section 508 Program is seeking to procure 5 user licenses of the Level Access AMP Teams Edition solution. The proposed action may be awarded on a sole source basis under the authority of FAR 13.106-1(b)(1) � only source reasonably available. According to the Revised 508 Standards, all public facing electronic content must be accessible. Electronic content that is not public facing but is official business and is communicated through one or more of the following nine categories is an agency official communication that must be accessible: An emergency notification An initial or final decision adjudicating an administrative claim or proceeding An internal or external program or policy announcement A notice of benefits, program eligibility, employment opportunity, or personnel action A formal acknowledgement of receipt A survey questionnaire A template or form Educational or training materials Intranet content designed as a web page To ensure a smooth transition, the Section 508 Program is seeking to procure Level Access Accessibility Management Platform (AMP) to evaluate the accessibility of DOI's public-facing and internal web content. The Level Access AMP software solution is the only cloud solution in the market that is FedRAMP authorized at the SaaS level. A Request for Information (RFI) was posted on 05/23/2023 to SAM.gov, NASA SEWP and GSA eBuy to find authorized resellers for the Level Access AMP solution. Three (3) vendors responded to the Open Market request. There were no responses to the NASA SEWP and GSA eBuy requests. The results of the RFI determined that Level Access, Inc. was the only software provider that has the AMP software solutions. Of the three (3) vendor responses, two (2) vendors did not provide information that they were brand name resellers of the AMP solution or any reference to the AMP solution. The third vendor provided information about software development. None of the vendor could satisfy the requirement. Should the ACIO determine the AMP solution becomes unsupportable, the USGS will do a full and open a competition for a new solution.
