Statement Of Work Project Name: VA Auditorium AV System Upgrade Project No.: Station Level 6/2/2023 The Audio Visual Vendor will be providing the following items to upgrade the Syracuse VA Medical centers Auditorium presentation abilities. The work will be located at the Syracuse Veterans Administration Medical Center, 800 Irving Ave. Syracuse, New York, 13210. Equipment requirements: 1. Projector: Minimum 12000 Lumens Resolution WUXGA(1920x1200) Minimum Aspect ratio support 16:9 Projector lens, Mid throw lens supporting min 12000 Lumens WUXGA 2.42 to 3.71 throw ratio Projection screen: Projection screen to be minimum 248 diagonal 16:9 ration CART Audio: Speakers Line array stage speakers (qty 4) Stage sub-woofer (qty 1) Hearing impaired/assistive listening Two-channel infrared transmitter Charging dock station Stethoscope receivers (minimum qty 5) Meets ADAAG guidelines Up to 15,000 sq ft coverage Body pack receiver (minimum qty 5) Meets ADAAG guidelines Up to 15,000 sq ft coverage Audio processor and matrix mixer(qty 1) Minimum 8 mic/line level analog audio inputs Minimum 8 line level analog audio outputs Minimum 8 flex channel mic/line level analog audio inputs/outputs Minimum 8 assignable and routable processor instances Dual gigabit Ethernet ports with a VoIP support Minimum of 16x16 digital channels of audio inputs/outputs Audio amplifier(qty 1) Minimum 4 channel amplification Flexible input/output Wireless handheld microphones (qty 6) Dual transmit antennas Bi-directional wireless Programable mute Rechargeable Wireless lapel microphones (qty 2) Rechargeable Omnidirectional MS Teams and Streaming: This scope of work regarding MS Teams and streaming capabilities assumes the following: VA will be providing a dedicated Teams PC at a static location in the room VA will be providing a streaming device to which will be fed audio and video from the solution There will be a technologist present to manage Teams calls and camera/multiplexer scenes from the dedicated Teams PC location Interaction from remote participants via Teams needs to be discussed Ability to hear remote participants through the provided audio solution Ability for the presenter to see remote participants while presenting Camera location(s) to facilitate direct interaction between presenter and the remote participants Is the use of Teams required from both podium positions 1080p PTZ camera mounted with presets to focus on presenter in either podium position Position and quantity are to be determined 2-Channel multiplexer to combine presented content and camera images Easily selected scenes for PIP, Side-by-Side or either image full screen Combined camera/content image will be sent to dedicated MS Teams PC and customer-provided streaming device Multiplexer image to be USB input into dedicated MS Teams PC HDMI to USB 3.0 converter is recognized by PC as a webcam for use in Teams meetings Teams PC will be displayed on a monitor for convenient viewing by the presenter Additional 75 monitor on articulating wall mount near podium position 1 in front of stage 75 monitor on stage-right wall when podium is in position 2 along stage-left wall Dedicated MS Teams PC Position HDBaseT transmission will transmit multiplexer video to Teams PC 22 touch-screen monitor will allow control of PTZ camera and multiplexer presets while providing a preview of the multiplexer image to be sent to Teams participants and streaming device HDBaseT transmission will transmit video to and USB signal from the control monitor on a single Cat6 cable Single USB audio interface will connect room audio solution to dedicated Teams PC Content audio and all room microphones will be sent to dedicated Teams PC Teams audio will be sent to room audio solution to be heard through active speakers AVoIP encoder will allow Teams PC video to be distributed active Teams monitor for presenter to see remote participants Network: 24 port POE switch Control system: Ability to provide remote support to system from web interface Easy to use(intuitive) touch screen for system control POE Scalable and expandable (future proof) Construction work will include: Syracuse VA will be providing the required power, and network drops at designated locations. Syracuse will also provide labor to mount vendor provided materials / Equipment. Summary: Install, configure, and test a complete operational audio/video system The installation shall include everything necessary or incidental to complete the installation. The Contractor shall provide training on the operation of the AV system Deliverables: Print package for required infrastructure additions. The contractor shall furnish all equipment and materials, whether specifically mentioned herein or not, to ensure a complete and operating system consistent with the design intent. The Not In Contract (NIC) and Government Furnished Equipment (GFE) equipment and materials are specifically exempt from this requirement. The Contractor shall generate shop drawings and information for the complete installation and wiring of the AV system. The Contractor shall be responsible for the initial adjustment of the systems herein prescribed and shall provide all test equipment for the system acceptance testing and shall provide all test results in writing to the Contracting Officer and the COR at the time of final acceptance testing. The Contractor shall provide a list of all equipment used, make, model and serial number for inventory purposes. Operation Manuals: Provide two (2) bound Operation Manuals to the VA. Each shall contain printed operating instructions for all system functions whose format has been compiled specifically for each system. The reader of this manual shall be assumed to understand nothing of the AV system. Providing standard factory equipment operating instructions alone is not acceptable. The operation manual should include a single double sided summary sheet of instructions that covers the general use of the system. The Operation manual shall describe all typical procedures necessary to activate each system to provide for the functional requirements as listed under the Detailed Specifications. This section shall include minimum troubleshooting procedures. Maintenance Manuals: Provide two (2) bound Maintenance Manuals to the VA. each shall contain printed operating instructions for all system functions whose format has been compiled specifically for each system. The reader of this manual shall be assumed to be technically competent, but unfamiliar with this particular system. The Maintenance Manual shall provide, at a minimum, a recommended maintenance schedule with reference to the applicable pages in the manufacturer s maintenance manuals. Where inadequate information is provided by the manufacturer, the Contractor shall provide the information necessary for proper maintenance. This section shall also include, at a minimum, as built schematic wiring diagrams of all systems, internal wiring diagrams of the central rack cabinet and control panels, parts lists, and preventative maintenance notes, standard factory equipment operating instructions, a list of changes to settings and requirements for accessing or changing those settings, and copies of System Performance Tests and Adjustments report. A System functional block drawing identical to the specification drawing with the addition of all input and output circuit cable and terminal block numbers as well as all jack field circuit I.D. designations. A copy of this drawing shall be framed in protective plastic and mounted on the inner surface of the equipment rack door. Provide simplified one (1) page instructions in a laminate protector. Provide one (1) copy of all control software programing including Developers License, control screens and all source code. Provide Two (2) sets documentation in written form of all source code and screen captures of all control screens. Provide electronic copies of all source code on CD-ROM. Provide a fully functional AV system which includes integration with VA Microsoft Teams and video conferencing software. Provide a fully functional AV system which includes integration with VA TV communications in the facility. To include sending audio/video to designated TV channel in the VA facility. Training for staff on how to use the AV System. Training for staff on how to troubleshoot the AV system. Provide a fully functional AV system that is able to stand alone for publicity events.t. To provide all equipment necessary to provide a fully functional AV system unless other stated as GFE materials VA Supplied: Outlets for 120 Vac in locations for equipment. Network Drops Cat 6 for equipment locations. Labor for mounting vendor provided equipment.
