This acquisition will be a one-time spares buy (new manufacture) 4. AMC: 3/V 5. Item: Blade Set, Turbine, A NSN 2840014696107NZ 6. Part Number(s): 4085092 Description: Item description and function: 6.0000 inches long X 6.0000 inches wide X 3.0000 inches high, and weighing 1.0000., made of FedLog: this is a 2nd Stage Turbine Rotor Blade Set. 7. Type of Appropriation: 9711 8. Quantity/Delivery: 20 each and delivery schedule is 20 Units on 16 January 2024. Early delivery is acceptable. 9. Application: F100 Engine 10. Destination: Tinker Air Force Base (TAFB), OK 11. Export Control: No 12. UID: If unit price exceeds $5,000 then UID requirements will apply 13. This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified sources require acquisition of the part from the approved sources. An alternate source must qualify in accordance with the design control activity procedures, as approved by the cognizant government engineering activity. The data rights to drawing are not owned by the government. Contractor Pratt & Whitney is the Original Equipment Manufacturer (OEM) and the sole owner of these data rights. The development of an additional source to produce this item is not feasible within allowable timeframes. Delays in new procurement have the potential of disrupting the availability of J85 engines, thereby leaving the Air Force unable to meet critical mission requirements. The government has no interest in purchasing the data rights because the government is not capable of performing engineering source approvals for this source-controlled data. Pratt & Whitney is the only source capable of providing the supplies described in Section III above without the Government experiencing unacceptable delays in fulfilling agency requirements. 14. Additional Information: Note: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. The Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services.
