- This is a sources sought synopsis only and does not constitute a solicitation announcement. This is not a request for proposals or a quote and in no way obligates the Government to award any contract. This sources sought is for information and planning purposes only and is not to be construed as a commitment by the Government. This is not a solicitation announcement for quotes/proposals and no contract will be awarded from this announcement. This sources sought notice has been issued to survey the market and assist the United States Coast Guard (USCG) in determining possible sources for consideration. All firms responding to this sources sought notice are advised that their response to this notice is not a request to be considered for a contract award. The USCG is conducting market research to seek sources that have the capability to supply the items below. This requirement is for the fabrication of the USCG MH60T Universal Electrical Bay Door. The design will meet the dimensions, specifications, and materials required by the government provided unit/prototype. The requirements exist for the Universal Electrical Bay Door to be manufactured from formed sheet metal for the exterior along with a composite interior. The USCG requests 70207-22211-157 Outer Skin which is made from 7075-0. The Inner Skins are fiberglass, and the core is made of aluminum alloy honeycomb; 2.0-3/16-7N(5056)E Chem Treated / 3.1-3/16-10N(5052)E GP B CL2 Chem Treated. The USCG currently uses EA9309.3 NA Adhesive for composite materials, all other adhesives and foams are to be approved by MRR Engineering. The sheetmetal fabrication of the Electrical Bay Door will require a forming and or stamping process. The USCG will require one initial first article prototype of the Electrical Bay Door for evaluation. After a favorable completion of the form, fit, and function, with a follow-on initial production run of 30 each Universal Electrical Bay Door(s) requested. Before obtaining the government provided unit, contractors shall be registered in the Defense Logistics Agency�s Joint Certification Program. More information on this certification can be found at JCP Home (dla.mil). After ensuring registration, the contractor shall complete the attached, �DHS Form 11000-6�, Sensitive but Unclassified Information Non-Disclosure Agreement and return with a written request to Cariss.T.Perry@uscg.mil. The written request shall include a completed DHS Form 11000-6 and verification of active enrollment in the Defense Logistics Agency�s Joint Certification Program. The USCG will only release the government provided unit to United States (U.S.) businesses that have followed the above procedures. The documentation will not be released to any foreign entity. If the U.S. business plans to release the unit to any foreign entity, they must first provide the USCG with a copy of a valid Technical Assistance Agreement (TAA) and TSP-5 authorizing release to that entity. Responses Responses to this notice should include company name, address, telephone number, and point of contact (POC).� Please respond to the following questions: Is your business a large or small business and how many employees? What North American Industry Classification System (NAICS) code does your company use for this type of service? If small, does your firm qualify as a small, emergent business, or a small, disadvantaged business? If disadvantaged, specify under which disadvantaged group and is your firm certified under Section 8(a) of the Small Business Act? Is your firm a certified Hub Zone firm? Is your firm a Woman-Owned or operated business? Is your firm a certified Service-Disabled Veteran-Owned? Is your product listed on a General Services Administration (GSA) schedule? Do you have other government agencies using the product, and if so which agencies, POCs and contract numbers? If possible, provide POCs for civilian users for general usage of product questions. After the review of the responses to this sources sought announcement, and if the USCG still plans to proceed with the acquisition, a solicitation announcement will be published on the SAM.gov website. Responses to this sources sought synopsis are not adequate responses to any future solicitation announcement. All interested offerors will have to respond to the solicitation in addition to responding to this sources sought synopsis. Responses to this sources sought synopsis are NOT a request to be added to a prospective offerors list or to receive a copy of the solicitation. Closing date and time for receipt of response is 24 July 2023 @ 2:00pm EST.
