NOTICE OF INTENT to Sole Source SOLICITATION NUMBER: 75N95023Q00464 TITLE: �Genomic Data Management and Analysis System CLASSIFICATION CODE: R499 - Professional, administrative, and management support services NAICS CODE: 334516 � Analytical Laboratory Instrument Manufacturing RESPONSE DATE: July 23, 2023, at 5:00 PM EST PRIMARY POINT OF CONTACT: Michael Horn Michael.horn@nih.gov DESCRIPTION: INTRODUCTION THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institute of Mental Health (NIMH) intends to negotiate on a sole source basis with Illumina Inc. for a Genomic Data Management and Analysis System to collect, secure, format, integrate, and analyze genetic and genomic data. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE and SET ASIDE STATUS The intended procurement is classified under NAICS code 334516 � Analytical Laboratory Instrument Manufacturing with a Size Standard of 1,000 employees. � REGULATORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures. Contracts awarded using FAR Part 13�Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6�Competition Requirements. FAR Subpart 13.106-1 (b) Soliciting from a single source provides that: For purchases not exceeding the simplified acquisition threshold, Contracting officers may solicit from one source IF the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name OR industrial mobilization). The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) Number 2023-04, dated June 2, 2023. BACKGROUND INFORMATION: The National Institute of Mental Health (NIMH), Division of Intramural Research Program (DIRP), Human Genetics Branch (HGB) carries out a range of clinical and laboratory studies with the ongoing goal of discovering and characterizing genes involved in mood and anxiety disorders so that better methods of diagnosis and treatment can be developed. The management, secure storage, and analysis of data generated by these studies is a major challenge. To address this challenge, NIH requires a flexible, automated system that will handle data production workflows, store and manage accumulating data across a large range of modalities, and provide interactive data analysis tools designed especially for genetic and genomic data. PURPOSE AND OBJECTIVES: The objective of this acquisition is to purchase, install, and train staff in the use of a comprehensive genomic data information management and analysis system. The Human Genetics Branch of the NIMH Intramural Research Program carries out research involving a broad range of data types and samples that must be appropriately stored, formatted, indexed, and interfaced to assure accuracy, data security, and data integrity while providing efficient and reliable access to data for sample management, value lookups, planning experiments, and data analysis. Current systems are limited, siloed, and difficult to integrate, which reduces the speed and efficiency of our research and increases the risk of error. Therefore, the Branch requires a comprehensive system that will provide for collection, secure storage, formatting, integration, and analysis of genetic and genomic data within a robust, secure, and reliable software framework with user-friendly interfaces. The existing resources are insufficient to meet this requirement, so the most efficient and cost-effective solution is to outsource the work to a qualified contractor. DESCRIPTION OF REQUIREMENT: The vendor shall provide brand name or equal items as listed below. A)� ICA Professional Annual Subscription - Illumina Connected Analytics (ICA) Professional Annual Subscription (1 year subscription). Catalog #: 20044876 B) Data Storage: Illumina Analytics - 5,000 iCredits.� Catalog #: 20042040 iCredits are used for data storage and analysis on either BaseSpace Sequence Hub or Illumina Connected Analytics. C)� ICA Cohorts. Catalog # 20065842 Illumina Connected Analytics (ICA) Cohorts - analyze aggregated genomic data to understand genotype-phenotype relationships, identify potential disease drivers, and discover new biomarkers. Contract Term: 12.00 months Salient characteristics/product functionalities include: Management of genomic data production workflows System must easily import, build, and edit workflows with tools that are accessible to non-specialized users after appropriate training and readily interface with laboratory equipment such as sequencers, liquid handlers, and genotyping workstations. Organization and integration of genomic data in a secure workspace that can be readily shared with collaborators System must provide tools for parsing, integrating, and curating data. Secure handling and storage of sensitive data is essential. Data should be easily shareable/exportable for a range of downstream applications Interactive data analysis System must provide tools to aide with the analysis, visualization, and interpretation of genomic data. Analysis environment must be flexible, customizable, and capable of providing rapid queries of large-scale data sets. System should be able to handle big data management and should be able to perform analysis, visualization, import and export of results. The platform should be user friendly with technical support when needed. Reporting Requirements:� The contractor is required to provide regular reporting of system updates, bug fixes, and other changes that may affect the security, efficiency, or interoperability of data stored and managed within the system. Reports should be emailed to the Principal Investigator or designee.� Government Responsibilities: Providing necessary computing resources, including hardware, monitors, and connectivity and generating genomic data that meet reasonable system requirements. Delivery Date: �August 1, 2023 (approx.) Period of Performance: The period of performance is 12 months from date of award. Option(s): (1) 12-month term option. CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted. Specifically, Illumina Inc. is the only vendor in the marketplace that can provide the products required by Human Genetics Branch. The intended source is: Illumina Inc. 5200 Illumina Way, San Diego, CA 92122-4616 Illumina Inc. is the only source can furnish the requirements, to the exclusion of other sources, because Illumina, Inc. is the publisher and owner of the required Illumina Connected Analytics (ICA) and Cohorts. The proprietary data on the Illumina Connected Analytics (ICA) and Cohorts are exclusively owned by Illumina Inc. CLOSING STATEMENT THIS SYNOPSIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability to respond to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Unique Entity ID UEI), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.
