- Description
- The U. S. Army Corps of Engineers, Detroit District, anticipates publicizing a�solicitation for the Soo Locks Generator Replacement Construction Contract at Sault�Ste. Marie, Michigan during the first quarter of Fiscal Year 2024. The scope of the�project consists of a new standby generator system, new building to house the�generators and control equipment, new electrical duct bank, and demolition of the�existing generators and fuel storage at the Soo Locks Complex.� �Section 888(a) of the Fiscal Year 2017 National Defense Authorization Act requires competition on Department of Defense contracts not be limited through the use of brand name or equal descriptions or proprietary specifications or standards, in solicitations, unless a justification is approved in accordance with 10 USC 2304(f). �In accordance with DASA(P) Alert 19-108, Brand Name or Equal requires justification for �or equal� descriptions. �Approval is requested to indicate that the brand-name or equal component identified in the �solicitation is used as the basis-of-design on a new construction contract action for a new standby generator system is justified on a brand-name or equal basis. �The firm-fixed-price construction project will be funded with both Navigation (NAV) and Hydropower (HYD) funds. �The plans and specifications section 26 32 15.00 10 indicate the standard of quality required and the make and model to be used as the basis-of-design.� The attached document list the brand name or equal equipment that is listed in the basis of design. This Notice of Intent is not a request for a competitive proposal. This is not a�solicitation and the information contained herein are subject to change or be�eliminated from the requirement. Only contractors capable of providing directly�compatible equivalent products shall respond. Oral communications are not�acceptable in response to this notice.�Interested parties who feel they have this capability may identify their interest and�capability in writing to the identified point of contact, no later than 2:00 PM Eastern Time Zone on July 14, 2023. To demonstrate your firm's interest and capabilities to provide directly compatible�equivalent products, please provide the following:� 1.) Name of Firm 2.) CAGE Code and UEI 3.) Point of Contact, Phone Number, and Email Address 4.) Supporting documentation to illustrate the directly compatible equivalent product(s) Submit any information for consideration by the Government to: teresa.L.Kelly@usace.army.mil Responses shall be evaluated solely for the purpose of determining whether or not to the equipment can be provided by more than one vendor.�
