Requests for copies of a solicitation will not receive a response. This Notice is for planning purposes only and is not a Request for Proposal or Request for Quotation or an obligation on the part of the NIST for conducting a follow-on acquisition. NIST ����does not intend to award a contract based on this Notice, or otherwise pay for the information requested. No entitlement or payment of direct or indirect costs or charges by NIST will arise as a result of submission of responses to this Notice and NIST use of such information. NIST recognizes proprietary components, interfaces and equipment, and clearly marked restricted or proprietary components, interfaces and equipment, and data included as an addendum to the non-restricted/non-proprietary information. In the absence of such identification, NIST will assume to have unlimited rights to all technical data in the information paper. NO SOLICITATION DOCUMENTS EXIST AT THIS TIME. NIST is seeking information on small business concerns to procure a UVF camera system that can quickly image photovoltaic modules to assess their degradation and defects.� An Ultraviolet Fluorescence (UVF) system, including a high resolution camera with special UV flash and filters, would be used to evaluate the degradation and defects of already-installed photovoltaic modules.� The camera will be used to understand the degradation modes and to detect defects before they propagate to degraded electrical performance. Further research would include utilizing this information along with other imaging techniques to build out Artificial Intelligence models for projecting long term performance and degradation of solar arrays based on UVF measurements. HTAES and AEO will utilize the requested instrument for all the measurements described above. The data collected from these measurements will be directly used in computation of PV performance parameters and incorporated into decision support tools to improve decision making in solar installation, maintenance, and end of service life decisions. Hence, this instrument will be an important component of our measurement capabilities and eventual impact on the solar industry. SPECIFIC TASKS Required Specifications The system shall meet or exceed the minimum requirements identified below. All items must be new.� Used or remanufactured equipment will not be considered for award. Experimental, or prototype not to be considered.� The use of �gray market� components not authorized for sale in the U.S. by the proposer is not acceptable.�� All line items shall be shipped in the original manufacturer�s packaging and include all original documentation and software, when applicable. The Contractor shall provide a Firm Fixed Price Quotation for all of the following CLINS and requirements: Contract line item 0001: The Contractor shall provide a quantity of one (1) UVF camera system meeting the following minimum specifications: The UVF system shall have a full frame mirrorless digital camera with at least 10 MP resolution. The UVF camera system�s digital camera shall come with at least 2 detachable lenses, one having �a focal length of 50 mm and the second one having a focal length of more than 10 mm but less than 30 mm. The UVF camera system shall have a storage option on the camera and the ability to connect to a PC. The UVF camera system shall include a flash component that emits UV light to induce PV fluorescence. The UVF camera system shall have wireless and remote triggering for image capture. The UVF camera system shall have sufficient rechargeable batteries to operate both the digital camera and UV flash components for up to 6 hours. �� The UVF camera system shall have a filter to remove visible light. The UVF camera system shall include software for processing and correcting images. � The UVF camera system shall come with a monopod mounting pole with capability to tilt the camera. The UVF camera system shall weigh less than 50 pounds when packed into its case. Installation: The instrument should be a turn-key, stand-alone instrument and installation is not required. Training: Turn-key instrument that does not require any onsite training Warranty The contractor shall offer a standard commercial warranty for all equipment for a period of one year after acceptance. Deliverables: Delivery shall be FOB DESTINATION and shall occur NLT 12 weeks ARO. FOB Destination means:� The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.� The contractor shall deliver all items to: NIST 100 Bureau Drive Building 226/Room B109 Gaithersburg, MD 20899 Description Quantity Due Date UVF Camera System One (1) NTL 12 weeks after award of this requirement. Warranty Twelve (12) months Commencing after final acceptance Performance Requirement Summary: Prior to final acceptance of the UVF camera system and final payment by NIST, all of the following shall be completed successfully: ����������� The UVF camera system shall be delivered and tested to be fully functioning and performing in accordance with the requirements described herein and all OEM specifications Inspection and Acceptance: In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor�s expense. Verification that the UVF system will be acceptable include testing UVF image acquisition of degraded modules. The place of acceptance shall be: National Institute of Standards and Technology 100 Bureau Drive Building 226 Room B313 Gaithersburg, MD 20899 Payment Schedule: The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule: 1.�������� 100% after receipt and acceptance by the TPOC of fully delivered and functioning system. 2.�������� The Government anticipates inspection will occur upon: a.�������� After the testing procedures set forth in this document have been complete NOTE:� Partial shipments and partial invoices will not be accepted, unless otherwise requested and accepted by the Contracting Officer prior to award offer. Proposed payment schedules shall be submitted with vendor�s response to the RFQ for consideration.� (End of Specific Tasks) NIST is seeking responses from all responsible small business sources associated with the applicable NAICS code, 334515- Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals, standard size 750 employee.
