- COMBINED SYNOPSIS/SOLICITATION W81K00-23-Q-0127 This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6 and using the procedures of FAR Part 13--Simplified Acquisition Procedures, as supplemented with additional information included in this notice. The solicitation number is W81K00-23- Q-0127 and it is issued as a Request for Quote (RFQ). This announcement constitutes the only RFQ that will be posted. A separate written solicitation document will be not be issued. This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-03 and the Defense Federal Acquisition Regulation Supplement Publication Notice (DPN) 20221219. This solicitation is for one (1) Simulab Airway System Simulation Training Package or Equal for William Beaumont Army Medical Center, Fort Bliss, Texas. The delivery date is 21 August 2023 The North American Industrial Classification System (NAICS) code for this procurement is 339999 with a size standard of 550 employees. This acquisition is conducted as a 100% small business set-aside. All eligible businesses may submit an offer, which will be considered. Solicitation incorporates by reference FAR 52.212-1, 52.212-2, 52.212-3, 52.212-4 & 52.212-5 are attached. Addenda are attached. The Point of Contact (POC) for this RFQ is Ms. Kimberly Macias. Offers and Questions shall be submitted to the POCs via e-mail at kimberly.r.macias.civ@health.mil . Quoters shall reference the following FAR Provisions and their Addendums to prepare and submit their offer: FAR Provision 52.212-1-Instructions to Offerors�Commercial Items and its Addendum; and, FAR Provision 52.212-2 Evaluation�Commercial Items and its Addendum. Offers are due on or before 13 July 2023 at 1:00 PM Central Time. Offers received after this date and time will be considered untimely and not eligible for award. Questions shall be submitted via email not later than 10 July 2023, 1:00 PM Central Time. Government reserves the right not to answer questions received after this date/time. Simulab Airway System Simulation Training Package Salient Characteristics Required Characteristics: Capability to facilitate testing for chest injuries, airway management, and central venous line. Capability to produce show visual images of procedures. Provides haptic feedback System must update visual image in real-time in sequence with procedures. System must be portable. The Airway System Training Package must include at a minimum the following components: Must include Medium Tone Central Line Man Pro Training/Simulator capabilities Must include Dark Tone Airway System Family Training/Simulator capabilities Must include SonoSkin Ultrasound diagnostic Wearable for FAST and eFAST Training/Simulator capabilities Must include Dark Tone Ultrasound Arterial Line Training/Simulator capabilities Must include Airway Man System Replacement Pack - Dark Tone Must include Airway Child Replacement Package - Dark Tone Must include Airway Man Replaceable Difficult Soft Airway II (Blocked) Must include Airway Man Replaceable Difficult Soft Airway I (Swollen Tongue) Must include Airway Man Replaceable Neck Tissue Pack (for 48 students) - Dark Tone Technical Specification characteristics: Body model representation. Anatomy and physiology (true to life). Capability to adapt injury patterns Required Advanced user features: The system must support GME and Medical Personnel surgical resident simulation education and prepare the learner for the real-world surgical environment System must update visual image in real-time in sequence with learners� manipulation. Visual feedback is facilitated with real-time manipulation of manikin. Fast boot-up time to decrease delays Training: Onsite Training for education/simulation staff not to exceed 10 personnel Training for two clinical engineers Upon completion of training, vendor must provide a sign in roster of all staff that attended training Installation: Vendor Install to include uncrating, inside delivery to clinic, set up and certifying equipment, removal/disposal of all packaging material Delivery Requirements: Seller must notify Property Warehouse and/or Contracting Officer Representative 3-business days before delivery of equipment Contract number must be clearly displayed on all shipping labels and displayed on outside of package Seller must provide delivery/tracking information. Signature required for delivery NOTE: NO Grayed or refurbished items NO partial orders allowed. Vendor is responsible for shipping to delivery address listed in contract Loading dock is available at location
