Notice of Intent to Sole Source HT941023N0051 THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE NON-PERSONAL SERVICES CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Defense Health Agency Contracting Activity (DHACA), Western Markets Contracting Division (WMCD), San Diego, intends to negotiate and award a firm fixed price contract for the Platelet-Rich Plasma (PRP), BioRich Medical Inc., in accordance with Federal Acquisition Regulation FAR 13.106-1(b)(1)(i), only one source being available to meet the Government�s needs, to: BIORICH MEDICAL, INC. 2372 Morse AVE STE 592 Irvine, California 92614-6234, United State The North American Industry Classification System (NAICS) code for this requirement is 339113 � Surgical and Medical Instrument Manufacturing; the business size standard is 800 (# of employees). The Product Service Code (PSC) is 6515 � Medical and Surgical Instruments, Equipment, and Supplies. The Naval Hospital Camp Pendleton (NHCP)�s Sport Medicine Department requests Platelet-Rich Plasma. Platelet-Rich Plasma (PRP) is one of the newer treatments in the category of regenerative medicine. It has been used to treat both acute and chronic tendon and ligament concerns as well as degenerative joint changes. PRP is created by using the injured individual�s own blood. These platelets contain multiple proteins known as growth factors that stimulate cellular growth, proliferation and healing. Using this local treatment, active-duty service members can have an increasing healing time and return to readiness. This process can help heal musculoskeletal injuries and limit need for additional modalities, to include surgical interventions. The objective of this sole source award is to procure Platelet-Rich Plasma (PRP). Upon evaluation BioRich Medical Inc., was the only market option found for PRP kits compatible with the Government Centrifuge. The requirements will be as follows: CLIN0001: BR30-HIGH YIELD PRP�������������������������������������������������� ����������� QTY: 60 CLIN0002: BR30-PURE II HIGH YEILD�������������������������������� ����������������������� QTY: 60 CLIN0003: BR60-PURE II HIGH YEILD PURE II������������������������������� ����������� QTY: 80 Based on market research, BioRich Medical Inc., is the only source that can meet the Government�s minimum requirements for the supply of Platelet-Rich Plasma (PRP) to Naval Hospital Camp Pendleton�s Sport Medicine Department.. The risks of not procuring these supplies are musculoskeletal injuries and limit need for additional modalities, to include surgical interventions. This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required supplies for Naval Hospital Camp Pendleton�s Sport Medicine Department. Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
