Description

This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Genscript USA Inc for the following services: Custom Gene Synthesis and Expression This service is needed to create an intermediate vector to add the EF1a promoter, BsmBI site 1, EcoRV site, BsmBI site 2, and a BGH poly A sequence to a vector. Service provider will synthesize all the ORFs of interest into the intermediate vector between the EcoRV site, resulting in a vector with the EF1a promoter; BsmBI site 1; ORF of interest; a PCR handle; 24nt barcode (in the xlsx attachment); BsmBI site 2; BGH poly A sequence. J&A: This service can only be provided by GenScript because this is the only known vendor that has the expertise to produce the specific types of genes we need.� Also, we�ve worked with GenScript for several years and their products are a critical part of our vaccine studies and are included in our research protocols. Changing variables/vendors would compromise the integrity of our results. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-RML-2181029) to Margaret Schott at margaret.schott@nih.gov.� All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
