Requests for copies of a solicitation will not receive a response. This Notice is for planning purposes only and is not a Request for Proposal or Request for Quotation or an obligation on the part of the NIST for conducting a follow-on acquisition. NIST ����does not intend to award a contract based on this Notice, or otherwise pay for the information requested. No entitlement or payment of direct or indirect costs or charges by NIST will arise as a result of submission of responses to this Notice and NIST use of such information. NIST recognizes proprietary components, interfaces and equipment, and clearly marked restricted or proprietary components, interfaces and equipment, and data included as an addendum to the non-restricted/non-proprietary information. In the absence of such identification, NIST will assume to have unlimited rights to all technical data in the information paper. NO SOLICITATION DOCUMENTS EXIST AT THIS TIME. NIST is seeking information on small business concerns to procurement is to purchase a shielded HPGe system with extended energy range down to the sub-100 keV range. This is accomplished with an extended energy range type of HPGe, which satisfies this requirement as well as providing redundancy to the current HPGe system. This redundancy shores up RSD�s capability for fault tolerance and sample throughput, as during a radiological incident there are generally several samples in a short amount of time that need to be analyzed. This detector is to be housed in a lead shield with a door on the side and top to allow access for sample placement inside. The shield blocks naturally occurring background radiation as well as other radiation fields coming from sources or samples stored nearby. The MCA provides power to the detector components and processes the signals produced when radiation interacts with the detector. SPECIFIC TASKS Tasks 1.������ The contractor shall provide a HPGe of at least 25% relative efficiency capable of measuring gamma photons of 10 keV or lower up to at least 3 MeV, with a FWHM of less than 2.8 keV at 1332 keV. The endcap diameter shall be 3 inches. Beryllium shall not be used for a window material. This detector shall be characterized by Mirion�s ISCOXCAL process and verified through Mirion�s ISOXVRF validation. 2.������ The contractor shall provide a dewar capable of holding approximately 30 liters of liquid nitrogen for the purpose of cooling the HPGe detector for at least 3 weeks. Any accessories such as a rubber collar to seal to the detector�s cryostat shall be included. 3.������ The contractor shall provide a shield for the HPGe detector of at least 4 inches thick on all sides, comprised of virgin (low background) lead, and that has the ability to open from both the side and top to facilitate sample placement within the shield. Internal dimensions of the shield shall be at least 11 inch in diameter and 16 inch in height. The internal surfaces of the shield shall have a copper and tin grading. The shield will be designed to allow the cryostat for the HPGe detector to extend down into the liquid nitrogen dewer, while minimizing the unshielded space. 4.������ The contractor shall provide a stand designed to support the HPGe shield, allow the HPGe detector to be positioned inside the shield, and the liquid nitrogen dewar positioned beneath the shield. 5.������ The contractor shall provide a multi channel analyzer that meets the specifications below: a)������ Must be compatible with Mirion�s Genie2000 gamma spectroscopy software suite. b)������ Provide high voltage bias to a HPGe detector of up to positive or negative 5 kV, with the polarity and high voltage value being selectable via software interface. c)������ Accept a signal from a HPGe detector�s preamp to inhibit high voltage biasing d)������ Provide power to a HPGe preamp (�12 V and � 24 V) e)������ Operate in Pulse Height Analysis (PHA) and Multi-Channel Scaler (MCS) acquisition modes f)������� Utilizes digital signal processing g)������ Supports up to 16 k channels in PHA mode h)������ Supports automatic pole/zero adjustment i)������� The MCA will include any associated cables to connect it to the HPGe detector and computer. These cables need to be between 6 and 12 ft in length. 6.������ The contractor shall provide the service to install the HPGe, shield, stand, dewar, and MCA. The contractor shall also configure and add the new MCA to the existing Apex-Gamma installation on an existing NIST-owned computer and perform a verification count using a calibration source that NIST provides. Period of Performance The period of performance shall end 6 months from the date of award. Deliverables 1.������ One HPGe detector that meets the specifications laid out above. 2.������ Characterization file and quality control source from the ISOXCAL process. 3.������ One liquid nitrogen dewar that meets the specifications laid out above. 4.������ One shield for the HPGe detector that meets the specifications laid out above. 5.������ One stand to support the HPGe detector shield that meets the specifications laid out above. 6.������ One MCA that meets the specifications laid out above. 7.������ Installation services as laid out above. Place of Performance Work will be performed on-site at NIST�s Gaithersburg campus. Government Responsibilities The Government will be responsible for the following: ��������� Access to the NIST Gaithersburg campus and escort within the building in which the work will be conducted. ��������� Providing a computer with the Mirion Genie-2000 and ApexGamma software suites installed, which the MCA will be configured on. ��������� Handling of any radioactive sources associated with the test or calibration of the new HPGe system. ��������� Verifying the functionality and performance of the new HPGe system. (End of Specific Tasks) NIST is seeking responses from all responsible small business sources under the size standard of $34 million dollars associated with the applicable NAICS code, 541519- Other Computer Related Services. Please include company�s size classification and socio-economic status in any response to this notice. Companies able to provide such services are requested to email a detailed response describing their abilities to yolanda.mccray@nist.gov no later than the response date for this source. The report should include any information relevant to your capabilities and the following: Name of company/companies that are authorized provide services, their addresses, and a point �of contact for the company (name, phone number, fax number and email address). Number of days, after receipt of order that is typical for delivery of services. Indication of whether the services are currently on one or more GSA Federal Supply Schedule contract or any other government-wide contracts. If so, please provide the applicable contract number(s). Indication of whether the services proposed is a commercial item currently offered in the marketplace. Any other relevant information that is not listed above which the Government should consider in developing its minimum performance requirements.
