- GLOBALCAP Synopsis The Department of State, Office of the Procurement Executive, Worldwide Division/Regional Support Branch is tentatively planning to release/post a Request for Proposal (RFP) for the GLOBALCAP IDIQ in the next 15 to 60 days. Once posted, the RFP will provide offerors a minimum of 60 days to respond. The RFP Number will be 19AQMM23R0142. During the RFP posting, the Government anticipates a Question and Answer (Q&A) phase. Bureau of African Affairs, Office of Regional Peace and Security (AF/RPS) and Bureau of Political-Military Affairs, Office of Global Programs and Initiatives (PM/GPI) require an ordering mechanism to procure professional services, construction, and equipment support to locations Outside of the Continental United States (OCONUS), regional organizations, and international organizations to enhance their capacity to prevent, manage, and resolve their own conflicts and support policies designed to bolster peace, security, and regional stability. The Contractor shall provide training, equipment, logistics services, and construction support to countries around the world with a focus to sub-Saharan Africa and regional organizations with the ability to scale globally. The Contractor shall design, develop, and implement training evaluations that measure course effectiveness, provide logistical support services including but not limited to the procurement of, materials, transportation, warehouse services, inventory management services and supply chain management to support new and ongoing training and deployments, operations, and maintenance (O&M), sustainment, and medical support services. The Contractor shall also be capable of constructing temporary and permanent facilities, including site assessments, designs, civil works, and property management. GLOBALCAP will include five (5) overarching capability areas: Training, Mentoring and Monitoring Services Logistics Support Services Equipment Procurement� Construction Services and Activities� Property Maintenance� The GLOBALCAP IDIQ will assist partner nations to better sustain operations beyond U.S. support while reducing humanitarian and degrading terrorist issues that lessens the threat to the United States and stabilize a country/region. The IDIQ contracts for GLOBALCAP will have a 10-year Period of Performance (PoP). The estimated total 10-year lifecycle cost (across the whole program and all IDIQs) is $5 Billion. The GLOBALCAP IDIQ will consist of up to seven (7) Service-Disabled Veteran-Owned Small Business (SDVOSB) / Women-Owned Small Business (WOSB) awards and up to seven (7) full and open awards. At the Task Order Level � all acquisitions (including option years) under $3 million will be 100% set aside for SDVOSB / WOSB concerns, unless a waiver is granted by the Contracting Officer.� All acquisitions above $3 million will be reviewed by the Contracting Officer and OSDBU via DS-1910 process to determine if the requirement can be competed among the SDVOSB / WOSB contract holders. This approach will ensure maximum small business set-asides at the task order level. The RFP will utilize NAICS code 561210, Facilities Support Services and PSC code, U099 Education/Training- Other.
