- THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institute on Drug Abuse (NIDA), Office of Acquisition (OA) the National Center for Advancing Translational Sciences (NCATS), intends to negotiate and award a purchase order without providing for full and open competition (including brand-name) to MatTek Life Sciences, 200 Homer Ave, Ashland, MA 01721 for human respiratory and gut tissues. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE and SET ASIDE STATUS The intended procurement is classified under NAICS 325414 Biological Product (except Diagnostic) Manufacturing with a Size Standard of 1250. � REGULATORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures. Contracts awarded using FAR Part 13�Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6�Competition Requirements. FAR Subpart 13.106-1 (b) Soliciting from a single source provides that: For purchases not exceeding the simplified acquisition threshold, Contracting officers may solicit from one source IF the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name OR industrial mobilization). The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2022-08 dated October 22, 2022. DESCRIPTION OF REQUIREMENT PURPOSE AND OBJECTIVES: The purpose of this procurement is the acquisition of human respiratory and gut tissues for use in DPI-APP Biology Antiviral Drug Development IDDA DPI (8051491) Purchase Description: AIR-100-DAY20 - Lot# - AIR-100-Day20,� EpiAirway,� 3D� Respiratory� Epithelial� Human MicroTissues, 24 QTY 52 AIR-100-MM - Lot# - EpiAirway, Maintenance Medium, 250mL QTY 120 ALV-100-FT-PE12 - Lot# - EpiAlveolar, 3D Small Airway Human MicroTissues, 24 QTY 36 ALV-100-MM - Lot# -Alveolar assay/maintenance medium QTY 75 SMI-200-FT, Full Thickness 3D Human Intestinal MicroTissues, 24 QTY 24 SMI-100-MM - Lot# - EpiIntestinal, Maintenance Medium, 250mL QTY 20 ALV-100-FT-MAC-PE12 - Lot# - ALV-100-FT� w/� machrophages� (THP-1),� 12� mm� Transwell� PE membrane, 1.12 cm2 QTY 8 AFT-100 - Lot# -EpiAirwayFT, 3D Full Thickness Respiratory Human MicroTissues, 24 QTY 4 NAS-100-BETA - Lot# -Nasal Tissue Model in Beta Testing QTY 10 Salient characteristics Must have barrier function Must be derived from human Must be characterized for cell markers Must be on transwell system Must be evaluated for function and extended culture The essential characteristics of these tissues is that they have 1) barrier function, 2) are susceptible to viral infection especially SARS-CoV-2 infection, 3) respiratory tissues can be maintained for more than 3 weeks in additional culture, 4) small intestinal tissues can be maintained for at least 2 months in additional culture, 5) all tissue types have matured populations, 6) can be cultured in 5ml of media, 7) are on transwell inserts, 8) alveolar tissues have both alveolar type I and type II cells after 1 week extended culture, as well as endothelial cells and lung fibroblasts, 9) airway cultures are sourced from large airway i.e. tracheobronchial cells; 10) nasal cultures are sourced from nasal tissues, 11) tissues are fully matured at time of delivery, 12) available for overnight delivery to avoid excess stress on tissues; 13) and these have been extensively characterized at NCATS in our current assay. ESTIMATED PERIOD OF PERFORMANCE: Period of performance is three weeks ARO CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted. Specifically, MatTek Life Sciences, 200 Homer Ave, Ashland, MA 01721 is the only vendor in the marketplace that can provide the services required by NIDA . The intended source is: MatTek Life Sciences 200 Homer Ave Ashland, MA 01721 CLOSING STATEMENT THIS SYNOPSIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability to respond to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Unique Entity ID (UEI), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.
