- The USGS, Cooperative Research Units in Reston, VA, supporting the Ecosystems Mission Area requests the purchases of 3 Innovasea VR2AR-69khz coded acoustic receivers and 47 Innovasea V13-1x Coded Acoustic Transmitters. The primary use of the receivers and transmitters are to support the field program of the Wisconsin Cooperative Fisheries Research Unit for monitoring the movements of tagged fish species in Green Bay to meet research objectives associated with fisheries management, aquatic sciences, and resource conservation. The USGS mission essential functions involve providing information that supports decision makers and resource managers in the preservation of life, health and safety of the American people, and related information delivery systems for global monitoring and reporting. The resources identified in this procurement support research in fisheries, fish ecology, and aquatic science on a variety of fish populations and communities and directly support the educational training of graduate research students and the ability of the USGS to capture, process, monitor, report, and distribute scientific data in a timely manner. In making this procurement decision, USGS considered alignment with DOI IT Transformation goals, alternative solutions, bandwidth and IT security impacts, portability, interoperability, and life cycle requirements. The USGS intends to sole source this award to Innovasea. Vendors who believe they may be able to provide similar services are invited to contact the Contract Specialist, Miranda Blankenship, via email at mblankenship@usgs.gov no later than 12:00PM EST, Friday, July 7, 2023, with an affirmative answer. Sole Source Justification States the Following Part: Contracting Agency and Activity: The Department of the Interior, United States Geological Survey, plans to contract on a sole source basis. This document sets forth the justification and approval as required by FAR 13.106-1(b)(1). Nature of Action Being Approved: S Procurement of 3 VEMCO VR2AR-69kHz coded acoustic receivers with acoustic release and 47 VEMCO V13-1x-A69-1602 rounded case acoustic transmitters to track fish in Lake Michigan and Green Bay tributaries from Innova Sea. Description of Supplies or Services: The U.S. Geological Survey (Wisconsin Cooperative Fishery Research Unit) requests award of a non-competitive procurement to InnovaSea for 3 VR2AR � 69kHz coded acoustic receivers and 47 VEMCO V13-1x-A69-1602 rounded case acoustic transmitters. The receivers and transmitters are used to track various species of fish in Lake Michigan, Green Bay, and tributaries. Statutory Authority: The proposed action may be awarded on a sole source basis under the authority of FAR 13.106-1(b)(1) � only one source reasonably available. Rationale Supporting Use of Citation in No. 5.: The equipment described above will be used as part of an existing network of VEMCO receivers and VEMCO acoustic tagged fish that are being used to address important research questions associated with Great Lakes fish species. The requested receivers need to integrate with this existing infrastructure, valued at $131,400, and only VEMCO products from InnovaSea are compatible without recapturing and retagging over 360 fish. The requested transmitters will add to the sample size for our smallmouth bass tracking. The coding system and technology used by Vemco, was invented by Vemco and is the proprietary intellectual property of Vemco. These manufacturers have not worked with Vemco and are not privy to our technology. Thus, their products are not compatible with non Vemco products. InnovaSea is the only distributor of Vemco technology.
