- Department of Veterans Affairs Medical Center (460) Wilmington, DE 19805 Statement of Work/ Statement of Need Page 1 of 3 Requirement: Philips IntelliVue X3 Patient Monitor with EtCo2 INTRODUCTION/BACKGROUND: The Wilmington VA Medical Center needs a new Brand Name Only procurement for the acquisition of three (3) Philips IntelliVue X3 Patient Monitors with EtCo2. Patients who require monitoring can suddenly become unstable requiring immediate interventions and this change in status may go unnoticed without the means to continuously monitor their vital signs. OBJECTIVE: These monitors will be additions to support our expansion of surgical services, such as, endovascular, and are compatible with our existing Philips monitors in our facility. These are portable monitors used for patient transport throughout the entire hospital as a patient could conceivably require a rapid response anywhere on the grounds of the facility. These monitors allow continuous monitoring of vital signs for critically ill patients as they are transported between care locations or at locations where standard monitors are unavailable. In addition to these monitors, the G07 gas filter line prevents contamination of the monitor with condensation or small particles that can harbor infectious organisms. This need for this acquisition is determined to be routine and can be awarded within designated Contracting timeframes. To meet the needs of this acquisition, the following salient characteristics or needs must be met, and Offeror shall provide: Bedside monitoring for critical care IntelliVue MX750 and MX850 patient monitors feature an innovative patient monitoring platform that actively participates in charting, making it easy for nurses to record patient data accurately and efficiently at the bedside. Optimized for the ICU, the monitors feature projected capacitive (pCAP) touch displays and a host of features designed to address modern cybersecurity challenges. Alongside these features, the monitors also include a built-in RFID/NFC card reader for clinician authentication Unyielding 14-gauge top and 16-gauge lower shelf with reinforced channels to keep them level, smooth and even. Monitoring during transport There is no need for caregivers to use a separate transport monitor with our compact, portable IntelliVue X3. Simply unplug the X3 from the stationary monitor and it instantly transforms into a rugged, fully functional transport monitor. When you return, plug it back in to the bedside monitor and it automatically becomes a powerful multi-measurement module. It can even double as a small patient-side independent display and control panel with a simple, smartphone-style interface. Time-limited monitoring The IntelliVue MX40 is small enough to be comfortably worn by your ambulatory patients for continuous wireless monitoring of ECG, SpO2, impedance respiration and other vital signs in real time. View patient demographics, alarm settings, histories, and trends. You can even hear and silence alarms at your patient s bedside. Philips Patient Monitoring Solution includes a wealth of tools and technologies to keep patient data in sight and patients within reach across the hospital. It enables virtually anywhere, anytime visibility to a patient s vital signs, waveforms, and alarms at the bedside during transport, at the central station or via mobile apps and smart devices, care teams can share clinical observations and knowledge to support timely diagnosis and early intervention. Support informed clinical decisions Philips Clinical Decision Support Solutions (CDSS) such as Horizon Trends, ProtocolWatch and ST Map, enable caregivers to analyze and identify subtle changes in a patient s condition prior to critical events. And early warning scoring, event surveillance and advanced algorithms work together to help identity patients at risk of deterioration early, giving caregivers the patient data they need to act with confidence in time to make a difference. Manage alarms to support a healing environment Caregivers are faced with many challenges throughout their day, alarm sounds are just one example. After engaging hundreds of clinicians, plus sound and music experts, Philips developed and introduced new alarm sounds as an option on our patient bedside monitors to support a more healing environment. These sounds provide an essential first step in managing alarms and noise caregivers face daily. Increase caregiver productivity Philips Patient Monitoring Solution is designed from the ground up to limit administrative time and allow nurses more time for patient care. Displays, configurable screens, easy charting, workflow tools and ergonomic solutions are designed around the way caregivers work. Wave strips can be sent electronically to the EMR via a customized schedule, manually or through automatic export. Visual Patient Avatar provides an adjunct view to support anesthesiologists during demanding procedures giving them the ability to see subtle changes in their patient s condition at a glance. Time-consuming tasks such as admit, discharge and transfer of patients can be done quickly and efficiently at the central station or from any IntelliVue bedside monitor using a barcode scanner. And patient data can easily be seen throughout the entire care journey. Compatibility A single integration engine enables you to connect your equipment and systems to your hospital s clinical network regardless of technology or vendor so everyone who needs to can access and share vital patient information. Our IntelliBridge System enables you to attach a wide range of medical devices, input their data into the database and display it in context on the patient monitor. Even complex devices such as infusion pump managers can be connected to a Philips Patient Monitoring Solution using the IntelliBridge platform. Most important, this integrated solution can handle multiple modalities and feed critical patient data directly to your EMR. Interoperability With Philips Patient Monitoring Solution, you have the freedom to use your own wired and wireless network and active directory infrastructure for user administration and authentication. Plus, you can leverage your own virtualized servers to reduce the total cost of ownership over time. Philips IT and Interoperability consultants can work with you to understand your IT and clinical challenges and help you create a custom solution designed around the needs of your hospital. Security With Philips, you can tap the power of our risk-based, defense-indepth security approach to protect the privacy of patients and integrity of their data. We share our IT security features and risks with you, so you can plan ways to further defend your clinical and information systems from malware, ransomware, and identity theft. Philips PIC iX provides the added protection of certificate-based node authentication, network data encryption and more. Support Our security experts can help you adopt an effective infrastructure for deploying patient monitoring devices in a safe, secure network. We were instrumental in developing the IEC 80001 risk management framework, and publish risk management guidance to help you implement this innovative standard. Availability System availability is essential to smooth clinical workflow and to support continuous monitoring. To prevent interruptions, you can virtualize servers on your hardware. Our patient monitoring solution also separates the surveillance application from data acquisition to enhance uptime while maintaining key system capabilities. Distributed HL7 enables HL7 service to run on each PIC iX, and each PIC iX connects directly to configured clients. And if an interruption does occur, Focal Point will immediately notify your IT and biomeds while the system stores data and sends it to the EMR, and automatically reconnects when the server is back online. MAJOR REQUIREMENTS: The Contractor/ Vendor must complete the following tasks to meet the needs of this acquisition: Coordinating delivery with POC and or facility. Deliver equipment to: Wilmington VA Medical Center (ATTN: Anesthesia) 1601 Kirkwood Hwy Bldg. 1, 3rd floor, Room 3080 Wilmington, DE 19805 The Government and the Contractor understand and agree that the services to be delivered under this contract by the Contractor to the Government are non-personal services and the parties recognize and agree that no employer-employee or master-servant relationships exist or will exist under the contract between the Government and the Contractor s employees. GOVERNMENT FURNISHED INFORMATION OR MATERIAL: This acquisition does not include Government-furnished property (GFP), identify in the Statement of Work all available information on GFP to be provided, including the make, model, bar code number and serial number, if available, of all accountable assets with an acquisition cost of $500 or more. This acquisition does not include Contractor-acquired property (CAP).
