Description
1.� NOTICE:� This is not a solicitation but rather a Sources Sought Notice to determine any potential sources for information and planning purposes only.� AMIC DET-2 OL/PKA and AFTAC are seeking information from potential sources to execute an on-site (Patrick SFB) Intelligence, Surveillance and Reconnaissance (ISR) training course for roughly 40 students covering specific learning objectives to provide knowledge and context that support the ability of course participants to better work and engage in the broader intelligence community (IC) in which they operate. COUNTERPROLIFERATION ANALYSIS TRAINING COURSE OBJECTIVES Desired instructor experience is 20+ years in the intelligence community with experience at the National Security Administration level.� Estimated student participants not to exceed 40, with a preferred 20:1 student to teacher ratio. Minimum training deliverables/outcomes encompass a foundational knowledge of the IC to include: The core documents that govern intelligence oversight, structure and how the mission ties into the national strategy.� Budgetary funding concerns and methods for sourcing and executing funding.� Deliver knowledge on the intelligence cycle with in-depth focus on collection and analysis scoped to national�security threats related counter-proliferation activities.� Cover real/perceived emerging threats related to cyber activities. 2.� INFORMATION REQUESTED 2.1� Company Information:� Company name, mailing address, telephone�number(s), point of contact name(s), e-mail address, CAGE code, DUNS Number,�and Business size.� For small businesses include socioeconomic status (e.g.�8(a), Hubzone, etc.). 2.2 Contract Type:� Identify any contract vehicle that would be available to the Government for the procurement of these products and services, to�include General Service Administration (GSA), GSA MOBIS, NASA SEWP, Federal�Supply Schedules (FSS), or any other Government Agency contract vehicle. 2.3 NAICS:� Identify any alternative NAICS code recommendations. 2.4 Business Size:� If a small business under the identified NAICS code,�indicate the approximate percentage of the requirement your firm is able to�perform.� If a large business, identify an appropriate percentage for small�business subcontracting opportunities. 3.� SUBMISSION INFORMATION:� Interested sources submission be submitted via e-mail by 1 pm (EST), on 13 July 2023.� All submissions must be sent to daniel.perry.23@us.af.mil. Questions regarding this Sources Sought may be submitted in writing by email to daniel.perry.23@us.af.mil.� Verbal questions will NOT be accepted.� The Government does not guarantee that questions received after 7 July 2023 will be answered. 5352.201-9101 OMBUDSMAN (OCT 2019) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, Deputy Director of Contracting, AFICC /KC (OL-ACC), 114 Thompson Street, Bldg 586, Room 129, Langley AFB, VA 23665, telephone (757) 764-5372 (DSN 574-5372) email: acc.a7k1@us.af.mil. Concerns, issues, disagreements, and recommendations that cannot be resolved at the Center/MAJCOM/DRU/SMC ombudsman level, may be brought by the interested party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (571) 256-2395, facsimile number (571) 256-2431. (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the contracting officer.
