Request for Quote (RFQ) #: 36C25923Q0614 Facilitation and Training for Veteran Engagement Small Businesses This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Government reserves the right to make no award from this solicitation. * The deadline for all questions is 1:00pm MT, 06/30/2023 All questions must be submitted in writing no later than the question cut-off date marked above. OPTION YEARS $__________ Description of Requirements for services to be performed STATEMENT OF WORK (SOW) 1. Contract Title. Veteran Engagement Facilitation for GROVE Center 2. Background. With the release of Patient Centered Outcomes Research Institute (PCORI) funding, which incentivized patient engagement in research planning and implementation, the Veteran s Administration increased its investment of time and resources into expanding its ability to engage its patients, Veterans, in research and decision-making activities. Many researchers began including patient/Veteran engagement in their work, and this drove an increased need to create systems and structures for the involvement of Veterans at research teams decision-making tables. While for decades Veterans had served in formal advisory and quasi-advisory roles with the VA, and some individual researchers engaged veterans as partners and not just patients in their research activities, efforts for wide-spread or systemic veteran engagement in research were limited. In 2014, the VISN19-based COIN and MIRECC research centers embarked on the process of developing the structure for the Denver-based Veteran Research Engagement Board (VREB). The conceptualization of this board was guided by community engaged research science, the emerging guidance from PCORI, and the researchers desire to authentically engage with Veterans as experts in the decision making about what research would matter to Veterans and be effective. The interest in Veteran Engagement Groups (VEGs) grew quickly and no less than a year later, other VEGs began in other VA research centers, using the Denver board as a framework and model. The GROVE center is a leader in Veteran Engagement (VE) in research that is housed in the COIN Research Center under Research Service in Rocky Mountain Regional Medical Center. With over a decade of VE implementation experience, the center can serve as a strategic advisor, model, and guide to the Veterans Administration in the mindsets, practices, and approaches associated with engaging Veterans in research. This center needs the expertise of consultancy in community-based research practices outside of the VA environment and third-party facilitation from those experienced in facilitation of VE practices between VA research and the Veteran community. 3. Scope. This consultancy will have experience in VA Veteran Engagement models and facilitation; will provide research center leadership and teams with access to an extensive toolbox of skills and approaches from participatory and engaged research; facilitation training and coaching, and support for strengthening the programmatic infrastructure of VE in research centers. The overall scope of this SOW is to work directly with the client to analyze needs and current obstacles to embedding and performing veteran engagement. This includes identifying projects, scoping potential solutions and increasing the capacity of the VA researchers to engage community through training, project oversight and support. 4. Specific Tasks. Increase capacity of VA research centers and programs to utilize evidence-based and -informed Veteran Engagement approaches and practices through the following core activities. Facilitate VEGs meetings with specific expertise in skills that exemplify VE values and practices and include incorporation of knowledge of associated VA infrastructure and limitations. Facilitate 6 VE meetings. The meetings could be for any VEGs associated with the GROVE Center. Meetings are longer than 1 hour long, but will all be shorter than 3 hours. Individualized coaching and support of 1 team. This will include support activities with launching new VEGs or update practices for existing boards. This will include: Contractor led facilitation for 6 hours during onboarding or orientation meetings with board members (not to exceed 18 hours for facilitation, team meetings and preparation) Model Veteran Engagement facilitation techniques for two, 1- 2.5-hour meetings Provision of ongoing coaching and support for teams for up to 3 hours within 6 months in VEG development. These activities will include: Observation of meetings Troubleshooting facilitation challenges Coaching team and reporting back on VEG development Contractor will provide once a year multi-day meeting facilitation and planning. This will include: Co-develop and be the lead facilitator for three, 3-hour days of strategic planning and team retreats for research teams (GROVE, COIN) (not to exceed 9 hours a day for team meetings, facilitation, and preparation) Topic-specific training sessions during multi-day retreats (COIN/GROVE,) not to exceed 3 hours Veteran Engagement Facilitation training for VA staff and partners. Provide access to self-paced online training. This training will provide VE facilitation training to 10 individuals on: The Ten Liberating Practices of Facilitating Authentic Community Engagement Facilitating Veteran Engagement Part 1 Facilitating Veteran Engagement Part 2 Host 1 live online or in-person training sessions (includes training and prep time). Provide 2 hours of skills development annually for online VA learning community. Provide 3 months of office hour coaching sessions and support of new VE facilitators (6 hours over 3 months time) Participate in 3 consultations sessions hosted by the GROVE center. Sessions are anticipated to last for 1 hour but not more than 2 hours. Performance monitoring time will be incorporated into the above deliverables and will include either a post task summary meeting or incorporation of review in an already existing meeting time. If appropriate a summary document may be requested from GROVE/COIN staff. Any documents needed and format will be agreed upon with contractor prior to task completion, if documentation is requested after task completion the formality and format of this documentation will be completed at contractors discretion. 5. Performance Monitoring (if applicable). Performance will be monitored through having GROVE staff present at or reviewing specific tasks required in this scope of work. Review and requests for changes in services will be discussed and documented between the contractor and GROVE staff. 6. Security Requirements. The contractor employees will not have access to VA sensitive or computer information and will not require routine access to VA Facilities. The contractor employees shall require intermittent access only and will be escorted by VA employees while at VA Facilities. No background investigation is required. 7. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). No GFE or GFI will be required for the completion of the contract. 8. Other Pertinent Information or Special Considerations. a. Identification of Possible Follow-on Work. This contract will be base year with four option years with funding dependent on need and GROVE center funding. b. Identification of Potential Conflicts of Interest (COI). There are no identified COIs. e. Inspection and Acceptance Criteria. The COR will be responsible for inspection and acceptance of all work under this contract. Any issues will be discussed, documented and resolved between the contractor, COR/CO, and GROVE center staff. 9. Risk Control No identified risks identified. Work with Veterans on research projects of sensitive topics such as pain management, suicide prevention, end of life may elicit emotional responses from individuals. Contractor, Staff, and Veterans will discuss and seek assistance from their personal providers or through VA and employment provided resources as appropriate. 10. Place of Performance. Work for this contract will primarily occur at the contractor s site, In the event that a meeting or service is required at the Rocky Mountain Regional Medical Center or any other VA facility the contractor will be allowed access to public areas or escorted. Travel for contractor work will be provided by the contractor unless air travel is involved. In such situation travel funds would be provided for VA travel by grant funding through the GROVE center or Research Service and be detailed and documented with proper approvals. 11. Delivery Schedule. State if quoted services are available and priced through offerors existing Government-wide Acquisition Contract (GWAC), GSA Multiple Award Schedule (MAS) contract, or VA-wide Acquisition Contract. If the acquisition is set-aside for SDVOSBs/VOSBs, their socioeconomic status must be SBA verified and visible in the SBA VetCert Database: https://veterans.certify.sba.gov/ at the time of quote submission AND award, or will be considered non-responsive, and will NOT be considered for award. Offerors are warned against contacting any VA personnel other than the Contracting Officer and Contract Specialist prior to placement of any award made resulting from this RFQ. If such contact occurs and found to be prejudicial to competing contactors, the offeror making such contact may be excluded from award considerations. All proprietary information shall be clearly and properly marked. If the Offeror submits annexes, documentation, attachments or the like, not specifically required by this solicitation, such will count against the Offeror s page limitations unless otherwise indicated in the specific volume instructions below. All information shall be confined to the appropriate file. The offeror shall confine submissions to essential matters, sufficient to define the quote and provide an adequate basis for evaluation. Offerors are responsible for including sufficient details, in a concise manner, to permit a complete and accurate evaluation of each quote. Submission of quote shall include the following volumes: (I) - Technical Proposal and (II) Price Volume I - Technical Proposal The offeror shall submit a technical proposal, that describes the means and methods of successfully performing all work detailed in the SOW to include the personnel being proposed to perform the work. Volume II Price Price - The offeror shall complete the pricing schedule provided in Section (v) above: Price/Cost Schedule. (End of Addendum to 52.212-1) 52.212-2, Evaluation--Commercial Products and Commercial Services ADDENDUM to FAR 52.212-2 EVALUATION COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government considering price and other factors. The following factors shall be used to evaluate quotations: Factor 1. Technical Proposal Factor 2. Price Evaluation Approach. The Government will evaluate quotations using the comparative evaluation process outlined in FAR 13.106-2(b)(3), where quotations will be compared to one another to determine which provides the best benefit to the Government. The Government reserves the right to consider a quotation other than the lowest price that provides additional benefit(s). Quotations may exceed minimum requirements of the solicitation. The Government reserves the right to select a quotation that provides benefit to the Government that exceeds the minimum requirements of the solicitation, but is not required to do so. Each response must meet the minimum requirements of the solicitation. The Government is not requesting or accepting alternate quotations. The Government may use various price analysis techniques and procedures to make a price reasonableness determination. Offers that do not meet or exceed the technical capability or quality of the item offered to the Government requirement shall not be selected regardless of price. (d) Options. The Government will evaluate quotations for award purposes by adding the total price for all options to the total price for the basic requirement. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within fifteen (15) days of the expiration date of the current contract period. For the purposes of the award of this Contract, the Government intends to evaluate the option to extend services under FAR 52.217-8 as follows: The evaluation will consider the possibility that the option can be exercised at any time,and can be exercised in increments of one to six months, but not for more than a total of six months during the life of the contract. The evaluation will assume that the prices for any option exercised under FAR 52.217-8 will be at the same rates as those in effect under the contract at the time the option is exercised. The evaluation will therefore assume that the addition of the price or prices of any possible extension or extensions under FAR 52.217-8 to the total price for the basic requirement and the total price for the priced options has the same effect on the total price of all proposals relative to each other, and will not affect the ranking of proposals based on price, unless, after reviewing the proposals, the Government determines that there is a basis for finding otherwise. This evaluation will not obligate the Government to exercise any option under FAR 52.217-8. The `specified' rates under this clause will be those rates in effect under the contract each time an option is exercised under this clause. 52.217-9 Option to Extend the Term of the Contract (MAR 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
