Description
The Medical Readiness Contracting Office � Pacific (MRCO-P) intends to issue a solicitation for a firm fixed-price, personal services contract for Special Needs Coordinator (SNC) Services to support Exceptional Family Member Program � Medical (EFMP-M) at the 51st Medical Group (51 MDG), Osan Air Base, South Korea.� This requirement is for a period of performance from 01 September 2023 � 31 August 2024 (Base Period), with four (4) one-year option periods. Required qualifications includes but is not limited to: (1) The contractor shall provide Special Needs Coordinator (SNC) Services in accordance with the Performance Work Statement (PWS).� (2) The contractor shall perform a full spectrum of services as an Exceptional Family Member Program-Medical (EFMP-M) Manager. The SNC oversees and manages the installation EFMP-M IAW DoD and Air Force policy, and any subsequent implementing guidance. (3) Education:� Must possess a baccalaureate degree in nursing (BSN) accredited by a national nursing accrediting agency recognized by the United States Department of Education. Foreign trained nurses are required to have a certification by the Commission on Graduates of Foreign Nursing Schools (CGFNS). Possession of a state license and taking the NCLEX does not substitute for this requirement. (4) English for Non Native Speakers: Contract personnel shall have proficiency in English both orally and written. English proficiency shall be verified through submittal of a TOEIC score greater than or equal to 850. (5) Experience:� A resume that reflects at least 2 years of full-time experience in care coordination, discharge planning or case management in medical (military or civilian) setting within the last 5 years. (6) Licensure/Certification/Registration:� Must possess a valid, unrestricted license to practice as a Registered Nurse (RN) from one of the 50 United States, and/or the District of Columbia, the Commonwealth of Puerto Rico, or territories of the United States. The contractor must be in good standing, and under no restrictions, or investigations with the state in which a license is held or has been held, or the national licensure board, within the past 10 years.� At a minimum, the provider must maintain current certification in either the American Heart Association Basic Life Support (BLS) (Course C) or the American Red Cross BLS Course as required by AFI 44-102, Community Health Management, Tables 1.1 through 1.6. The MTF will provide BLS refresher courses at no cost to the contractor. NOTICE TO OFFERORS: All sources may submit a quote as applicable.� However, the Republic of Korea (ROK)-United States (U.S.) Status of Forces Agreement (SOFA), may preclude the U.S. Government from granting Invited Contractor or Technical Representative Status to any offeror, for this requirement.� All sources submitting a quote, including U.S. sources, must already have OR confirm their ability to obtain the requisite business licenses directly from the ROK Government, and conduct business in accordance with all applicable ROK laws, including but not limited to, rules and policies regarding labor, taxation, and immigration.� If an initial quote does not fully demonstrate this authorization and capacity, it will not be further considered for award.� Whether an offeror demonstrates this authorization and capacity shall be determined by the Contracting Officer. The proposed acquisition will be full and open competition. The NAICS code for this proposed procurement is 621399 and the annual size standard is $10M.� No paper copies of the solicitation will be issued and no solicitation mailing list will be compiled.
