- UPDATE 1/6/2023: The purpose of this update is to:� Advise potential offerors to submit proposals to both points of contact listed on this solicitation, and incorporate the following responses to questions.� 1. Is it possible to change the location and design of the rupture disc in each of these three designs?� RESPONSE: Design of the burst disc is to be determined at the discretion of the manufacturer. All three designs have undefined burst discs. Any burst disc that meets the functional requirements is acceptable. More information to the question is needed with regards to location change. 2. Is a rate of pressurization of ~200 psi/sec acceptable? RESPONSE: Performing the rupture test at a rate of 200 psi/sec should be acceptable as both test methods would produce the same results. However if the test method is changed it would require the submittal and approval of an RFV (Request for Variance). 3. Two of the drawings do not specify a marking method, while a third calls out electro-etching. Is laser marking an acceptable method for all three parts? RESPONSE: 5816525 requires electro etching while the other two parts do not require marking. This is because manufacturing of the higher level assembly is handled by industry and not a requirement at that point. Any permanent marking method on P/N 5816525 that does not diminish the mechanical properties or the functional capabilities of the assembly should be acceptable. This again would require submittal and approval of an RFV as it is a deviation from the baseline. UPDATE 1/4/2023:� Amendment 0005 has been released and posted hereto.� UPDATE 1/4/2023: Amendment 0005 to solicitation N0025322R0030 is pending release. Due to technical difficulties, a formal amendment has not been posted to this update, but is forthcoming. The purpose of this Amendment is to: 1) Extend the solicitation closing date to 11 JAN 2023 at 1000 hours PST. UPDATE 12/12/2022: Amendment 0004 to solicitation N0025322R0030 has been released and posted hereto. The purpose of this Amendment is to: 1) Extend the solicitation closing date to 4 JAN 2023 at 1000 hours PST. 2) Incorporate TR5624413 into controlled attachments. 3) Update submittal instructions under Section L and clause L-215-H007. UPDATE 12/6/2022: 1. Are there more drawings associated with this package?� �-All drawings are provided on www.sam.gov, and controlled for security in accordance with the drawing distribution statement.� 2. Is there prior pricing history that you can share? -To prevent an unfair competitive advantage, the Government is unable to share Independent Government Cost Estimates with potential offerors. 3. Do any of the items have an NSN? -PN 5816525 has a NSN of 4820013259700. The other two PNs do not have a NSN. UPDATE 11/16/22: Amendment 0003 to solicitation N0025322R0030 has been released and posted hereto. The purpose pf the amendment is to:� 1) Extend the solicitation closing date from 16 NOV 22 to 14 DEC 22.� 2)�Revise Section L, Instructions, to include a deadline for submitting requests to access controlled documents in SAM. UPDATE 10/12/22: Amendment 0002 to solicitation N0025322R0030 has been released and posted hereto. The purpose pf the amendment is to:� 1) Extend the solicitation closing date by 30 days, from 17 OCT 22 to 16 NOV 22.� 2) All other terms and conditions remain the same.� UPDATE 9/16/22:� Amendment 0001 to solicitation N0025322R0030 has been released and posted hereto. The purpose of the amendment is to: 1) Update requirement rating from DX-A8C to DO-C9; 2) Update 52.211-14 NOTICE OF PRIORITY RATING FOR NATIONAL DEFENSE, EMERGENCY PREPAREDNESS, AND ENERGY PROGRAM USE (APR 2008), to update the rating from DX to DO; AND 3) Modify instructions to offerors to allow vendors to request access to drawings via SAM.gov. 4) All other terms and conditions remain unchanged. The solicitation has not been extended. SPECIAL NOTICE: Drawings referenced in this solicitation are restricted by the Arms Export Control Act and are ONLY available to vendor's/contractor's appointed data custodian that are registered with Defense Logistics Information Service (DLIS) Joint Certification Program (JCP), and have minimum Confidence Level assessment of �Basic� as identified in the NIST SP 800-171 Assessment Report within the Supplier Performance Risk System (SPRS).�Vendors/Contractors that are not registered with DLIS JCP can obtain registration information at www.dlis.dla.mil/jcp/. Restricted Drawings and Technical Information are available via SAM as a controlled attachment.� To view the drawings, you may request access via SAM. This will send an automated email to the Contract Specialist that you have requested to view the drawings. You may also email the contract specialist directly to request access to the controlled attachment in SAM.� ORIGINAL POST 9/9/22: The Naval Undersea Warfare Center Division Keyport is seeking industry partners capable of manufacturing Burst Discs, in accordance with NAVSEA drawings 5624005(53711) Rev E, Burst Disc Assy � Gas Generator, 5816525(53711) Rev J, Burst Disc Assembly, Safety-CO2 Container, 5816567 (53711) Rev E, Burst Disc Assy � Mixing Manifold, as well as TR5624413 (53711) Rev G, Technical Requirements for Verification and Annotated and Unannotated Characteristics. Award will be made to a single Offeror who represents the Lowest Price Technically Acceptable offer using Federal Acquisition Regulations Part 15 procedures.� The applicable NAICS code is�332999, with a size standard of�750�employees. �This procurement is Unrestricted. With the exception of Drawings identified in Attachment 4, all other Exhibits and Attachments identified in Section J of the solicitation are attached hereto. �To obtain Drawings, the Offeror must submit its request to lindsay.k.carrington.civ@us.navy.mil. The request shall include company name; complete address; CAGE code; DUNS number; and POC name, email address, and phone number. Drawings are restricted by the Arms Export Control Act and Distribution Statement D, and will be provided�only to�those companies that meet the following requirements: K-227-W001, Instructions for Obtaining Export-Controlled Technical Data (NAVSEA)(OCT 2018).��Only�the POC identified in an active JCP certification found at https://public.logisticsinformationservice.dla.mil/jcp/search.aspx will be provided Attachment 1.� Instructions for completing and submitting the DD Form 2345 to request JCP certification can be found at https://www.dla.mil/HQ/LogisticsOperations/Services/JCP/DD2345Instructions/. The Government will not extend or delay the procurement for pending Contractor JCP certifications.
