- This announcement is a Sources Sought Notice Synopsis and is NOT a Request for Proposal (RFP) nor an Invitation for Bid (IFB), nor is it to be construed as a commitment by the Government to issue a formal solicitation or ultimately award a contract.�� The following information is provided to assist the Air Force in conducting market research of industry to identify sources that meet Air Force requirements.� There will be no reimbursement for the any information provided to the Air Force.� Responses to this Sources Sought announcement are voluntary, and therefore, the U.S. Government is not liable to pay or reimburse any contractors which respond to this announcement.� Any costs incurred by interested companies in response to this announcement are solely the responsibility of the responder. �The Government does NOT intend to contract on the basis of this request or otherwise pay for any information solicited herein and the Government reserves the right to reject, in whole or in part, any contractor�s input resulting from this RFI.� The Air Force is issuing this sources sought announcement as part of a market research survey to determine if additional sources exist that could become qualified to supply the C-5 Hydraulic Servo Valve NSN 4810004414468.� Responses to this Notice shall consist of an initial white paper (not to exceed 3 pages) describing the offeror�s capabilities. The hydraulic servo valve is one of three servos that are used to control the anti-skid control system for the brakes of the C-5 Galaxy. This assembly is hydraulically controlled as the hydraulic fluid is used to control skidding when the aircraft applies its brakes. The servo valve is critical to the successful application of the anti-skid manifold assembly. Air Force regulations and policy dictate that any design changes must go through airworthiness qualification certification. This includes engineering evaluation and laboratory testing in accordance with applicable System Program Office (SPO) requirements. All landing gear components are designed utilizing the �safe-life� approach. This entails design and qualification testing to 2-lifetimes with no evidence of failure. Utilizing previous airworthiness certification programs, this evaluation/testing will require a minimum of 2 years to complete. The government does not own the data or data rights for the C-5 Hydraulic Servo Valve.� Interested organizations who feel they possess the necessary capabilities should respond by providing the Government the following information: a point of contact, address, telephone, and fax numbers, email address, duns number, cage code, and/or tax ID number, as well as size category, (large, small, small disadvantaged, etc) a brief summary of the companies capabilities, description of facilities, personnel, related manufacturing experience, and existing safety approvals ( refer to the white paper listed above). Provide any supporting information such as commercial literature, catalogues, manuals, etc.� If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must meet the criteria specified herein as well. Responses to this Notice are due on or before 26 JULY 2023.� All information marked as proprietary information will be safeguarded to prevent disclosures to nongovernment personnel and entities.� Parties interested in supplying the C-5 Hydraulic Servo Valve will be required to become a qualified source.
