Description
The Centers for Disease Control and Prevention intends to award a SOLE SOURCE JUSTIFICATION for a firm fixed price purchase order to Emory University. We propose a service contract with Emory University. Emory University will be responsible for Collection and Delivery of Biological Specimens from Persons Receiving Daily Oral Doxycycline. For the purposes of this contract tissue biopsies should be collected and delivered to CDC within 2 hours of the participants� study visits to minimize variation between participants and reduce tissue degradation prior to laboratory processing. The Hope Clinic at Emory University has the capability to conduct an IRB-approved study that includes enrolling study participants for pharmacologic study of an antiretroviral intervention, collecting mucosal specimens and delivering those specimens to CDC laboratories within 2 hours of specimen collection. Emory University is the only source with proximity, to include walking distance, to the CDC Roybal Campus that can meet the two hours requirement. Additionally, results from testing the specimens collected and analyzed from participants receiving daily oral doxycycline under this contract will be directly compared back to those obtained under previous contracts 75D30120P09338 and 75D30122C14484 conducted by the Hope Clinic at Emory University. In order to allow for a direct comparison between drug pharmacology among different dosing strategies, tissue biopsy specimens should be collected using the same techniques �as those used under 75D30120P09338 and 75D30122C14484. Other potential providers cannot collect and deliver specimens to CDC staff under the conditions used since��the research information is�proprietary of Emory University. Using another institution would completely change/alter data and progress of the research. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of 6.302-1 and 10 U.S.C. 3406. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation/response should be emailed to contract specialist at cbp0@cdc.gov by COB 17 July, 2023.
