Description
Notice of Intent to Sole Source The National Institute of Standards and Technology (NIST), Communications Technology Lab (CTL) intends to negotiate, on a sole source basis, under the authority of FAR 13.106(b)(1), with InfoVista Technologies, Inc. to procure a 12-month Software Maintenace Agreement to extend the service maintenance for its Shared Mentum Planet (Access Network Planning Software) Ultimate perpetual license. Background Information and Basis for Sole Source The Wireless Systems Innovation and Performance group of the National Institute of Standards and Technology (NIST) Communications Technology Laboratory (CTL) Wireless Networks Division (WND) supports the Public Safety Communication Research (PSCR) division by conducting modeling and simulation of wireless communication systems for use by first responders. Being able to accurately predict network coverage is important to ensure proper network deployment and requires tools that take into account the environment (e.g., terrain, clutter), and network configuration. Procuring InfoVista Technologies, Inc. Annual Software Maintenance Agreement will extend maintenance for the Shared Mentum Planet (Access Network Planning Software) Ultimate perpetual license currently available in WND that will support wireless communication standards of relevance to the research program of the lab. Additionally, supporting PSCR is a CTL programmatic goal. Obtaining InfoVista Technologies, Inc. Software Maintenance Agreement will support the current modeling capabilities and support research and metrology for public safety communications. The Wireless Networks Division (WND) has been using the InfoVista Technologies, Inc. software for several years. Using a different tool from another vendor will not be compatible with other modules and licenses previously purchased (e.g., Universal Model propagation model), and extensions developed by WND. The supplies or services required by the agency are available from only one responsible source and no other type of supplies or services will satisfy agency requirements. This software allows the Government to continue using existing extensions made by WND over the years. WND has leveraged the tool's open API to automate network planning. Using a software from another vendor would render all previous work/extensions obsolete.� While other tools provide similar capabilities (i.e., network planning), this is the only tool that can interact with the extensions that WND has developed. As such, it is recommended to negotiate with InfoVista Technologies, Inc. for this Maintenance Agreement Software to maintain the Shared Mentum Planet (Access Network Planning Software) Ultimate perpetual license. General The North American Classification System (NAICS) code for this acquisition is 513210-Software Publishers.� The small business size standard is $47.0M. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by the listed due date, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response due date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to Seth Kaplan at seth.kaplan@nist.gov. All responses to this notice of intent must be submitted so that they are received at seth.kaplan@nist.gov no later than the aforementioned due date.
