Description

The United States Military Academy at West Point, NY has a requirement for a 1-year License Subscription.� The license subscription is for access to Elsevier Inc�s digital platform, its content, subject matter, and materials.� The Solicitation is posted on SAM.gov on Notice# W911SD23R0167.� All details regarding this requirement are clearly listed on Page 3 of the Solicitation / RFQ document (SF1449) (see attached).� This requirement is for renewed access to Elsevier�s digital platform and its contents by The Jefferson Library at West Point.� Access to their platform has been ongoing for the past 3 years under Contract# W911SD20P0007, W911SD21P0004, and W911SD22P0099.� The current Period of Performance (PoP) expires on 09/21/23.� The next PoP is for a 1-year (12 month) period from 09/22/23 thru 09/21/24.� �� � � � � � The NAICS Code Qualifier is 513120 and the SBA Size Standard is 1000 employees. All bidders must complete and sign / date the Solicitation (SF1449) with all quoted offers.� We will not be able to accept a quote unless we receive a signed / dated SF1449 to go with the quote.� The following documents must be submitted with their bids:� �� � � �a.� SF1449 (filled in, completed, and signed as specifically instructed below) � � �b.� Company Quote (see Paragraph A below) 1 copy of the SF1449 is attached for your use (PDF).� It must be completed as follows� PAGE 1:� Block 30a, b, and c� (must be signed / dated; will not accept w/o it);�NOTE:� Digital Card signature acceptable.��� PAGE 3: �The Unit Price -and- Amount Total� PAGE 5: �Clause# 52.204-8 (SCROLL DOWN to PAGE 6 and check the slot that says��Paragraph (d) applies�.� �NOTE:� Do NOT fill anything else on the SF1449 if you�checked the slot.� It means your company is registered in SAM.gov.�� �� a.� You may submit your own company quote.� However, it has to be with a signed / dated SF1449 (no exceptions). b.� Any interested party that believes is capable of meeting our requirement may identify themselves but must submit evidence of their capability to fulfill the requirement as an authorized supplier of Elsevier Inc.� If you are an authorized supplier of Elsevier Inc, you must submit written proof from Elsevier Inc that says you are authorized to supply / sell their products and services on their behalf (* INFO WILL BE VERIFIED *).� All interested parties must provide the following data with their responses:� 1.� Full Company Name and Address 2.� SAMs Unique Entity ID (UEI) 3.� CAGE Code 4.� TAX ID# (aka �EIN� or �TIN�) 5.� NAICS Code (must be NAICS 513120 to qualify) 6.� Business Size (""Large"" or ""Small""� must be stated on your reply) 7.� Company POC, Email, Phone# 8.� Proof (no exceptions) - -� � � �a.� Authorization letter from Elsevier Inc that says you are authorized to supply / sell their products and services on their behalf.� � All final responses, quotes, and attachments must be sent to jorge.l.acevedo4.civ@army.mil by NLT the close-out date of 06/29/23 (Thursday) @ 12:00 PM (EST).
