- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Subpart 13.5. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. All vendors shall be registered at www.SAM.gov . Any amendments issued to this solicitation will ONLY be available on the www.SAM.gov under Contracting Opportunities (FBO). (ii) The solicitation number 693JF723Q000020 is issued as a request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-04 Effective June 2, 2023. (iv) This notice is a Total Small Business Set-aside. The NAICS code is 336611 and small business size standard is 1300 employees. (v) This combined solicitation/synopsis is for procurement of the commercial services indicated below. (vi) The Maritime Administration intends to purchase services of a qualified, and experienced contractor to provide all equipment, materials, tools, labor, and supervision necessary to complete all items outlined in the statement of work (SOW) and specifications to include dry docking, inspection, and repairs which may include supplemental work that is not currently defined on the hull of Towing Vessel (T/V) Elizabeth Anne located at the US Merchant Marine Academy 300 Steamboat Road Kings Point, NY 11024. CLIN 0001� �Drydock services for the Elizabeth Anne Tug Vessel SEE THE ATTACHED SF1449 CONTAINING ALL OF DETAILS REGARDING THIS SOLICITATION TO INCLUDE THE FOLLOWING INFORMATION. EVALUATION PROCEDURES: Pursuant to FAR subpart 13.106-2 Evaluation of quotations or offers, an award will be made to the firm whose proposal is most advantageous to the Government. The following factors shall be used to evaluate offers: � Technical Acceptability � Satisfactory Relevant Past Performance � Price SHIP CHECK � SITE VISIT A pre-quote conference and site visit will be conducted onboard the USMMA TUG VESSEL at 11:00 a.m. ET, located at the United States Merchant Marine Academy, 300 Steamboat Road, Kings Point, NY 11024 WHEN: The time and date is to be determined. POC: Mr. Richard Cain, Director of Waterfront Operations and Training, phone 516-726-6040; email: cainr@usmma.edu. All firms intending to submit a quotation should plan to attend site visit. In order to make the site visit as productive as possible, quoters are also requested to submit any questions from the review of the solicitation package or as a result of visiting the site should be submitted in writing (email) to the Contracting Officer no later than 24 hours after the site visit. QUOTATION SUBMISSION INSTRUCTIONS In addition to the aforementioned instructions to offerors, offerors shall provide the following information to establish the Technical Acceptability and Satisfactory Past Performance for their quotation. 1. Technical Acceptability a. Provide a written description of the proposed dry dock facility sufficient to establish its suitability for dry docking the USMMA TOWING VESSEL. Address current certifications for facility and Dock Master as well as all material handling equipment intended to be used for this requirement. b. Provide a Gantt chart or similar illustrating your proposed project schedule for the dry docking with start and finish dates for elements comprising your work breakdown structure. Indicate workforce numbers and classifications throughout the period of performance. c. If alternate materials to those specifically identified by brand name is the Statement of Work are proposed, the quoter shall provide information for evaluation to determine if the �equal� products meet the salient physical, functional, or performance characteristics specified in the solicitation. 2. Satisfactory Relevant Past Performance a. Provide a listing of regulatory dry dockings completed within the past 3 years involving vessels of similar characteristics to those of the TRAINING BARGE or larger. Include with the listing contact information for the owner/operator of the vessel and/or the Contracting Officer for Public Vessels. BASIS FOR AWARD The Award will be made to the firm whose proposal is most advantageous to the Government. Responsible sources shall provide the following: 1. SF-1449 form with prices for all Items identifying the requested item(s), unit price, and extended price 2. Provide all information requested under the Technical Acceptability portion of the QUOTE SUBMISSION INSTRUCTIONS. 3. Provide all information requested under the Satisfactory Relevant Past Performance portion of the QUOTE SUBMISSION INSTRUCTIONS. 4. Total price with completed Pricing Sheet 5. Prompt Payment Terms 6. Remittance address, Tax Identification Number, DUNS number 7. Responses to this solicitation are due 07/05/2023 at 2:00 p.m. Eastern Time. LATE QUOTATIONS MAY NOT BE CONSIDERED FOR EVALUATION.
