- Notice of Intent to Sole Source for �Data Analytics Support services Special Notice # NIHODSS 062223 The National Institutes of Health (NIH) Office of Acquisitions, �on behalf of the Office of Research Services, Division of �Environmental Protection (DEP) �intends to negotiate a contract with �ARK INFOTECH LLC for data analytics support services. In accordance with FAR Part 6.302-1, the Contractor was found to be �the only known responsible source that is qualified to �provide the specific services at the level required by the program office. � The data that DEP need to collect and analyzed are in DEP databases as well as databases that resides in other divisions.� The contractor must be able to seamlessly collect data without interference or disruption to databases that reside within DEP or extraneous bodies. This notice is not a request for competitive quotes.� However, any party that believes it can provide the services as� stated herein may submit a written capability statement that clearly supports and demonstrates their ability to satisfy the requirement. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government. �Respondents must submit their capabilities �by 5:00 p.m. EST on June 30, 2023. The period of performance is expected to be for one (1) �year with the possibility of an additional four (4) �years. CONTRACTUAL TERMS. 9 BACKGROUND The Programs managed by DEP includes but are not limited to federal, state, and local governmental compliance, environmental substantiality, waste, and resource recovery. Each of these programs necessitates the collection and evaluation of prodigious amounts of information.�� There is a compelling need to be able to collect, evaluate and present this information in a matter that is easily discerned and distributed to the intended audience(s). DEP is desirous of establishing data relationships with databases that house authoritative sources upon which DEP is required to report upon.� These relationships are only to view the data; the data is never to be altered from the authoritative source. �Once the data is collected the contractor will assist in presenting and displaying the data in any number of ways to assist DEP environmental programs. DEP currently manages two databases yet reports upon data that is within the jurisdiction of other divisions.� The contractor must establish the underpinnings with all applicable databases (DEP and extraneous databases) so that DEP can seamlessly access all required data to fulfill its mission. Once the data is accessible the data is to be placed and presented within Power BI.� The contractor may be called upon to present the data in a multitude of ways dependent upon the needs as dictated by the government. In addition, every effort should be made so that the data in Power BI is melted in such a way that the government staff can manipulate the data without additional assistance from the contractor.� SCOPE OF WORK The Contractor shall provide DEP the services set forth in this Section in accordance with all applicable state, federal laws, rules, and regulations: Collaborate with DEP staff to identify the data and databases that DEP needs to access to fulfill the mission of each program area Develop the underpinning connections with all identified databases that DEP needs to fulfill the mission of the organization Develop and manage information architecture to facilitate data-sharing and storage of collected data Gather/pull in and match data sets requested by DEP from a variety of sources Clean, augment, and unify all data collected as directed by DEP Ensure DEP can access and synthesize data and transmit within Power BI or other authorized platforms Develop and make available to DEP a reporting dashboard Archive and or store all completed reports, analysis, or other data information collected Provide trend analysis from data collected for all programs as directed by DEP Provide, on a bi-weekly basis or at a frequency otherwise requested by DEP, status reports of accomplished objectives, future objectives, and current objectives Identify and account for data trends and display in Power BI Attend regular and ad hoc meetings with designated DEP officials as well as other staff as directed by the government Serve as a general resource to the DEP for information, advice, and training regarding data collection, analysis, and presentation Similarly serve as a general resource to the DEP for optimalization and utilization of Power BI for collected data PROPOSAL Proposal Format All Proposals must be submitted within the prescribed format to facilitate objective review. Any Proposal that materially deviates from this format may be rejected without further consideration. Proposals that contain false or misleading statements or that provide references that do not support an attribute or condition claimed by the Respondent may also be rejected. Narratives should provide a concise description of capabilities to satisfy the requirements of this RFP. Emphasis should be on clarity, brevity, and completeness. Cover Page � The cover page shall provide the name, physical address, e-mail address, and telephone number of the person(s) available for contact regarding the Proposal. Such person(s) must be authorized to make representations on behalf of the Respondent. Table of Contents � Include a listing of the main chapters and paragraph headings contained in the response, including page numbers. Introduction � Include any introductory remarks, not to exceed three (3) pages, that are deemed appropriate. Briefly discuss such topics as the Respondent�s background, management, facilities, staffing, related experience, and previous government contractors where applicable. Scope of Work �Respondent shall provide a brief narrative, describing the general conceptual approach the respondent would take to provide the services and any other information the respondent believes is relevant. Emphasis should be on clarity, brevity, and completeness. Answers to Questions � Respondent must respond to all questions presented in Section B. Service Team � Provide an organizational chart, biographies, and resumes for the proposed Service team, including support staff. Please identify the primary contact person and describe the role of key personnel. Cost Proposal � Respondent�s price (�Cost Proposal�) shall be provided in a separate envelop Questions to be Addressed in the Proposal Respondents shall provide answers to the following questions: Background and Experience Briefly describe Respondent�s background, size, and history pertinent to the requested services. How many years of experience does Respondent have performing services identical or similar in nature to the Services? Describe in detail Respondent�s understanding of the services requested in this RFP. Provide a narrative that supports why Respondent is uniquely qualified to undertake the proposed engagement. Describe Respondent�s philosophy on data collection, analysis, and visualization. and how Respondent approaches flexibility, comparisons, design, and other factors that will influence the final product. Describe Respondent�s experience flexibility and other factors that may influence DEP with the Respondent�s final product. Identify the types of accounts primarily managed by Respondent. Describe in detail Respondent�s knowledge of, and experience with, providing data analytical research to governmental entities. Describe in detail Respondent�s knowledge of, and experience with the National Institutes of Health (NIH), the Office of Research Services (ORF) and or DEP. Quality of Services Please outline Respondent�s understanding of the purpose of the data analytics consulting services. Please identify pertinent issues or potential problems that the program may confront. Please identify potential ways to cross-promote data analytics to other programs. Please provide written samples of a comparable advisory work product. Please identify any item listed in this RFP that Respondent is unwilling or unable to perform and explain why. Reporting Requirements Please detail Respondent�s proposed reporting process for the Programs. Please describe how Respondent will provide timely consolidated reports quarterly and annually and ad hoc as needed. Please describe how Respondent will ensure standardization of such reporting across all DEP Programs. Power BI Experience Describe the use and application of segmentation within Power BI and how this classification was beneficial Describe the use and application of cohort analysis within Power BI and how these data sets may be advantageous Provide examples of data analysis expression (DAX) that were used to do advanced analysis Describe the procedure used to identify and then potentiality eradicate data outliers EVALUATION PROCESS AND CRITERIA This Section explains how the proposal will be evaluated. Mandatory Requirements Failure to meet any of the following requirements shall lead to Respondent�s automatic disqualification: Submit Proposal and accompanying Cost Proposal by 5:00 p.m. EST on June 30, 2023. In Respondent�s Proposal, provide all the sections and the information required for each section as set forth by the RFP. Be authorized to transact business with the Federal Government. Be established with all required licenses, and trained personnel necessary to perform the work as specified in this RFP at the time of this RFP. Have a minimum of five (5) years of experience performing services that are considered identical or similar in nature to the Services. Have a minimum of three (3) years of experience working with Power BI. Proven ability to use segmentation, cohort analysis, data analysis expression (DAX), identification of data outliers, clustering techniques, dashboard building and other advanced features within Power BI Scoring Evaluation Factor Maximum Number of Points Possible Background and Experience 30 Quality of Service 20 Federal Government Presence �20 Cost Proposal 30 TOTAL 100 Determining Scores Background and Experience Scoring will be based on Respondent�s demonstrated talent and experience of assigned personnel. The breadth and depth of similar engagements will be considered. The evaluation will also include reference checks regarding the Respondent�s work for other clients who received or are receiving services like those required by this RFP. Quality of Services Respondent�s ability to perform the Services will be evaluated based on the answers Respondent provides to the Quality of Services Section in Section B (questions 8-12). Federal Government Presence Respondent�s presence working or previous work with the federal government and in particular working within the NIH and ORF. Cost Proposal The Evaluation Team shall evaluate the cost in conjunction with other submitted proposals. Evaluation Process All Proposals will be reviewed for compliance with the RFP requirements. Proposals deemed nonresponsive will be eliminated from further consideration. The Evaluation Team may use other sources of publicly available information to perform its evaluation. Finally, the Evaluation Team will make a recommendation regarding the final Respondent. CONTRACTUAL TERMS By submitting a Proposal, the Respondent agrees to each contractual provisions set forth below. Contractual Responsibility If chosen to provide the services under this RFP, the Contractor will be contractually responsible for all services provided. Contractor shall always provide services in a commercially reasonable manner and in accordance with all applicable federal, state, and local law(s). Term of Agreement The term of the Agreement shall be one (1) year, unless terminated in accordance with the terms of the Agreement. DEP may with the consent of the Contractor, elect to extend the Agreement for additional periods, not to exceed a total term of four (4) years, including the initial one (1) year. Termination Termination without Cause DEP may elect to terminate the Agreement at any time upon thirty (30) days� notice. Upon termination, DEP will pay for work satisfactorily completed prior to the date of termination as determined by DEP. Termination for Cause The Agreement may be terminated by DEP under any of the following circumstances: Contractor fails to furnish satisfactory performance within specified time Contractor fails to perform any of the provisions of the Agreement or so fails to make sufficient progress as determined by DEP. Contractor disregards or violates any applicable laws, rules, or DEP instructions. Prior to terminating the Agreement for cause, DEP shall issue a written warning that outlines the remedial action necessary to bring the Contractor into conformance with the Agreement. If such remedial action is not completed to the satisfaction of DEP within thirty (30) business days, a second written warning may be issued. If satisfactory action is not taken by Contractor within five (5) business days of the date of the second written warning, the Agreement may be cancelled.� In addition, DEP reserves the right to reduce the amount paid to Contractor as compensation for services under the Agreement during any period Contractor fails to perform with reasonable care any of its obligations under the Agreement. Work Product Ownership of work product (outputs). Except as otherwise agreed to in writing, all work including, but not limited to, documents, reports, data, information, and ideas specially produced, developed, or designed by the Contractor pursuant to the Agreement, including any copyright or service marks developed on behalf of DEP whether preliminary or final will become and remain the property of DEP.� DEP shall have the right to use all such outputs without restriction or limitation and without further compensation to the Contractor. Return of Work Product (outputs) Within thirty (30) days after expiration or termination of the Agreement, the Contractor shall deliver to DEP, all outputs in Contractor�s possession. Government Furnished Property Contractor shall be responsible for the physical security, protection, and return of all property furnished by the government, if any, including but not limited to, items, research materials, photographs, and drawings. Subcontractors The Contractor may not use subcontractors to perform the Services, unless the subcontractor is approved in advance by DEP.� Written approval must be obtained before a subcontractor is considered for work, and then specific duties must be clearly delineated and approved granted before work may commence. Record Retention and Audit Contractor shall maintain adequate records, and supporting documents related to the Agreement, including those necessary to support amounts charged to the government. Confidentiality This Section shall survive the termination of the Agreement. Confidential Information Contractor shall be prohibited from using or disclosing information received or gathered while fulfilling the duties and directives as mandated by DEP. Confidential Information includes all information including but not necessarily limited to the following: Permits and or potential violations Budgets and financials Fines levied Hazardous and recycled waste Use of Confidential Information by Employees and Agents of Contractor The requirement of confidentiality under this Agreement also applies to the employees and agents of the Contractor. The Contractor shall use its best efforts to ensure that its employees and agents adhere to the confidentiality requirements set forth herein. The Contractor�s use by and disclosure to employees and agents of Confidential Information to the extent necessary to carry out the terms and purposes of this Agreement is acceptable. Protection of Confidential Information Contractor represents, warrants, and covenants that it has implemented and will maintain an information security program reasonably designed to protect the Confidential Information, which program includes administrative, technical, and physical safeguards to ensure the security and confidentiality of all Confidential Information, to protect against anticipated threats or hazards to the security or integrity of such customer information, and to protect against unauthorized access to or use of the Confidential Information. Privacy Policy and Cyber-Security Contractor will comply with any applicable federal or state laws or regulations, as well as any privacy policy developed by NIH. Contractor further agrees to establish, maintain, and comply with a privacy policy and cyber-security policy with respect to the Agreement that meets the requirements of applicable law. Review DEP may conduct periodic performance reviews of the Contractor, during which its compliance with all aspects of the Agreement will be reviewed and assessed. Access to Information Upon request, the Contractor shall provide DEP access to all files, records, documents, and data that are in its possession and control pursuant to the Agreement, regardless of how that information is stored. The information shall be provided in a form acceptable to DEP. Continuation of Services n The Contractor shall guarantee performance of the Services and agree to perform all Services in an efficient and professional manner. Notwithstanding anything to the contrary in the Agreement, the Contractor�s obligations, and responsibilities pursuant to the Agreement shall not be affected in the event of personnel problems, work stoppages, and any other employee-related event(s).
