- THIS IS NOT A REQUEST FOR PROPOSAL - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD CONTRACT TO PROQUEST LLC FOR ACCESS TO A COLLECTION OF HISTORICAL AND PRESENT-DAY GOVERNMENT DOCUMENTS AND OTHER LEGAL RESEARCH FOR TO ASSIST THE U.S. DEPARTMENT OF LABOR'S (DOL) WIRTZ LIBRARY This is not a request for proposal. This is a notice of the Government�s intent to issue a sole source award contract to: ProQuest LLC 300 N. Zeeb Rd Po Box 1346 Ann Arbor, Michigan 48106-1346, United States The Department (DOL) intends to negotiate and award a firm-fixed price contract with ProQuest LLC to provide DOL employees access to a collection of historical and present-day government documents and other legal research resources accessible via IP authentication. The Wirtz Labor Library requires access to a database of U.S. news sources via a centralized vendor-provided platform: The U.S. news database should provide up to-date and archival access to the following publications: the Washington Post, Wall Street Journal, USA Today, New York Times, Los Angeles Times, Denver Post, Chicago Tribune, Boston Globe, and Atlanta Journal. This database should also provide up-to-date and archival access to a large collection of national and regional news sources. Access to a database of international news sources via a centralized vendor-provided platform: The international news database should provide up-to-date and archival access to a diverse range of non-U.S. news resources. Access to a tool on the vendor-provided platform that enables users to query these databases for analysis: The platform should allow users to query a large repository of up-to-date news articles. Users should be able to parse the texts contained within the queried articles using programming languages, such as Python and R, to identify and extract relevant information. The data can then be exported to the users for further verification and processing. Accessibility of news sources on the vendor-provided platform: Up-to-date sources should have the full-text of recently published articles available within 12-24 hours. Archival coverage should generally span at least the last five years. The databases should be indexed and full-text searchable. Articles should be downloadable, searchable, shareable, and able to be queried by the analytical tool. All resources should be accessible via IP authentication. Access to an administrator account: Library staff should have the ability to review resource use level, customize the appearance of the platform, and access title lists. The period of performance shall be for one (1) Base Period of 12 months and four (4) Option Period of 12 months.� The associated North American Industry Classification System (NAICS) Code is 519210 � Libraries and Archives Services which has a size standard of $21.0 million. The statutory authority for this non-competitive action is Federal Acquisition Regulation FAR 13.106-1(b)(1)(i) � �Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).�� This is a sole source notice published for informational purposes only and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement. However, all responsible parties interested in responding to this notice are invited to submit a capability statement by 3:00 p.m. ET, June23, 2023, that provides sufficient details for consideration by the Government, via email to: mitchner.nevaor.e@dol.gov and johnson.daveana@dol.gov. The determination not to compete the contract based on the responses to this notice is solely within the discretion of the Government. Phone calls will not be accepted in response to this notice. All information submitted should support the offeror's capability to provide the items required and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's bona fide capability to provide these services. Verbal responses are not acceptable and will not be considered. The Government reserves the right to cancel this requirement.
