- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWC-AD) intends to award a fixed price contract for provide extended repair and calibration support coverage for twenty-nine (29) F402 Vibration Test Sets (Part Number: Z4041-F402) currently fielded in the fleet over a five (5) year period. In particular, this effort will provide all labor, equipment, material and service necessary to repair, service, replace and test to maintain the F402 Vibration Test Sets in a Ready For Issue (RFI) condition in support of the United States Marine Corp (USMC) AV-8B Harrier operations.The F402 Vibration Test Set (Part Number: Z4041-F402) is used during regular inspections to assist maintenance in the inspection of F402 engines for damage. These F402 Vibration Test Sets are required to monitor the F402 engine vibration characteristics both in the test cell and when installed in the aircraft. Market Research was performed and Technology For Energy Corporation (TEC) (Cage Code: 3X699) was determined as the only capable vendor of fulfilling this requirement. TEC is the original designer, developer and manufacturer of the F402 Vibration Test Set and is the only source with the requisite system knowledge, experience and technical expertise to fulfill this requirement. TEC is the Original Equipment Manufacturer and prime integrator of the F402 Vibration Test Sets (Part Number: Z4041-F402). The United States Government does not have the rights to the technical data and ACES Systems is not willing to provide any other company access to the drawings, design criteria or proprietary data. Without the proprietary technical data and repair equipment, it would not be possible for any other source to support the F402 Vibration Test Set. Therefore, this action will be an establishment of a sole source contract action to TEC, located in Knoxville, Tennessee 37932-3294 (CAGE 3X699). TEC is considered a small business under NAICS code 811219. NAWC-AD intends to award this order under the authority of 10 U.S.C. 3204(a)(1) (formerly known as 10 U.S.C. 2304(c)(1)� ), Only one responsible source and no other supplies or services will satisfy agency requirements, as implemented in FAR 6.302-1. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement.�����
