Description

THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number NB686010-23-02239 is a Request for Quotation (RFQ) conducted under the authority of FAR 13, Simplified Acquisition Procedures. This RFQ, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-04. The associated NAICS 334516 has a small business size standard of 1,000 employees. This requirement is a Total Small Business Set-Aside. Background: The National Institute of Standards and Technology (NIST) is the US National Metrology Institute (NMI) responsible for establishing standards along with advancing measurement science, standards, and technology. The Sources and Detectors Group is engaged in constructing novel sensor systems and requires a THz Quantum Cascade Laser to perform absolute reflectance measurements of microscopic carbon nanotube coatings in support of calibrations and remote-sensing research activities. The acquisition will allow NIST researchers to characterize carbon nanotube detectors at THz frequencies which would enhance current capabilities. A description of the requirements for the item(s) to be acquired is in the attached Statement of Work.
