- RFI - Closed Captioning and Audio Description Services Introduction The purpose of this scope of work (SOW) is to outline the requirements for closed captioning and audio description services for videos produced by NPS Learning and Development. The objective is to make the video content accessible to all users, including those who are deaf or hard-of-hearing, as well as individuals with visual impairments. Scope of Work: Scope of Services Closed Captioning Services The selected vendor will be responsible for providing accurate and synchronized closed captioning for the video content provided by NPS Learning and Development. The closed captioning services must include: Transcription of all spoken dialogue and relevant non-speech elements (e.g., sound effects, music) with appropriate placement and synchronization. b. Proper identification of speakers and on-screen text, where applicable. c. Captioning of any foreign language content with appropriate translation into the primary language of the video. d. Quality assurance (QA) checks to ensure the accuracy and readability of captions. Audio Description Services The selected vendor will be responsible for creating and providing audio descriptions for the video content provided by NPS Learning and Development. The audio description services must include: A separate audio track with narrated descriptions of key visual elements, including actions, gestures, facial expressions, and scene changes. b. Synchronization of audio descriptions with the existing video content to ensure seamless integration. c. Use of clear and concise language that accurately conveys the visual information for individuals with visual impairments. d. Quality assurance (QA) checks to ensure the accuracy and comprehensibility of audio descriptions. Video Formats and Delivery The selected vendor must be able to work with multiple video formats, including but not limited to MP4, MOV, and AVI. The final deliverables must include: Video files with integrated closed captions and audio descriptions. b. Closed caption files in commonly used formats, such as SRT, WebVTT, or SCC. c. Audio description files in MP3 or WAV format. � Turnaround Time and Volume The selected vendor must be able to accommodate NPS Learning and Development's requirements for turnaround time and volume of work. Specific turnaround times and volume expectations will be provided in each individual project request. Confidentiality and Security The selected vendor must adhere to strict confidentiality and data security protocols to ensure the protection of NPS Learning and Development's intellectual property and sensitive information. Pricing and Payment The selected vendor must provide a clear pricing structure for their closed captioning and audio description services, as well as any additional costs related to rush projects or specific formatting requirements. Payment terms and invoicing procedures must be agreed upon in advance. Project Management and Communication The selected vendor must assign a dedicated project manager to serve as the primary point of contact for NPS Learning and Development. The project manager will be responsible for ensuring that all projects are completed on time and meet the quality standards outlined. Regular communication and status updates are expected throughout the project lifecycle. Quality Assurance and Revisions The selected vendor will be responsible for conducting thorough quality assurance checks on all completed work. If any errors or omissions are identified by NPS Learning and Development, the vendor must correct them promptly and at no additional cost. Term of Agreement The term of this agreement will be for a period of [12 months/ 1 year], with the option to renew upon mutual agreement between NPS Learning and Development and the selected vendor. Please be advised that your participation in this survey is not required to ensure participation in future solicitations and contract awards. Participation in this survey is voluntary and the Government will not reimburse participants for any expenses associated with their participation in this survey. There is no commitment by the Government to issue a solicitation as a result of this RFI. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents will not be notified of the result of the review.
