- PRE-SOLICITATION NOTICE Solicitation No.:� 19GE5023R0087 The Regional Procurement Support Office, Frankfurt provides the following Pre-Solicitation Notice regarding the issuance of a Request for Proposal (RFP) for: Energy Efficiency Improvement and Renovation of Residential Building, US Embassy London, UK The Regional Procurement Support Office in Frankfurt, Germany, intends to issue a Firm Fixed-Price Construction type contract during the third quarter of calendar year 2023. The successful contractor shall provide complete construction services, contract coordination, and supervision, including but not limited to the management and construction necessary to meet the requirements of the contract within the established timeframe. The US Embassy, London proposes to employ a specialist contractor to complete refurbishment of large residential and heritage buildings including experience with the installation of highly efficient energy systems such as ground source heat pumps to undertake all but not be limited to the above works and as described later on in the Solicitation. The contractor shall provide all necessary managerial, administrative and direct labor personnel as well as design where applicable, supply, deliver and install all the materials and systems, provide all the access equipment, tools and permits and the warranty to undertake the work explained. The detached house is located within the Hampstead Garden Suburb conservation area in London, United Kingdom. The property�s fabric, windows, doors and mechanical systems are old and inefficient. The kitchen and bathrooms are also dated and are in need of a complete renovation. A complete architectural, structural and MEP design has been undertaken. �The Embassy seeks to enter into a contract with a contractor to supply, deliver and install all the following but not limited to new main components: high energy efficient windows and external doors, including secondary glazing windows, ground source heat pump system, MVHR continuous ventilation system with heat recovery, underfloor heating throughout the property, a full electrical system including full re-wire and distribution boards, new solar panels on the crown roof including battery, an electrical vehicle charging point, a kitchen and laundry room and new 5 bathrooms, new building envelope thermal insulation, ground floor rebuilt including leveling, general refurbishment work as described. The magnitude of this project is anticipated to be between $1,000,000 and $5,000,000 U.S. Dollars for the entire project. APPLICATION FOR SOLICITATION DOCUMENTATION CHECK LIST In applying for the solicitation material, you are acknowledging that your company can reach compliance with the following highlighted requirements included in the solicitation. In accordance with DOSAR 652.242-73 AUTHORIZATION AND PERFORMANCE (AUG 1999), it will be necessary for your organization to possess authorization to operate and do business in the country in which this contract will be performed. Contractors shall be required to provide: a.�� A thorough description as to what steps you have taken to investigate all requirements to obtain authorization to perform in the given country, b.�� Details of your findings and a description of what your organization will be required to undertake to obtain licensing, and c.�� Specific information concerning the period of time you anticipate it will take to obtain appropriate authorization. You will be required to provide information that clearly shows you are able to perform work in the UK.� Any entry or work visa issues requirements must be clearly discussed with a plan to mitigate any risk clearly identified.� Irrevocable Letters of Credit (ILOC):� The successful contractor will be required to provide the government with surety in the form of Irrevocable Letters of Credits totaling 40% of the value of the contract.� Contract award can only be made to a contractor who is registered in the System for Award Management (SAM).
