Page 2 of 2 (Revised: 06/15/2023) Statement of Work for Online Course Purchase for the San Juan Regional Office, P.R. (355) GENERAL INFORMATION: 1. Title of Project: Purchase of a virtual course to be offered to 30 VA supervisors. 2. Scope of Work: The San Juan VA Regional Office (San Juan VARO) is requesting the purchase of a live virtual course for 30 VA supervisors, which may be offered in a virtual or hybrid setting. 3. Background: The San Juan Regional Office needs to provide 30 VA supervisors of virtual and/or hybrid teams with additional tools, techniques, and knowledge that addresses personnel management topics related to virtual and/or hybrid work environments based on San Juan s diverse workforce comprised of local and remote employees. The course content to be delivered must cover the following topics: Benefits and Challenges of Virtual and Hybrid Teams Leading & Motivating Remote Workers Success Factors & Connection in Virtual and Hybrid Teams Barriers to Virtual Communication Types of Virtual Communication Conducting Virtual Meetings Innovation & Collaboration Human Relations Principles for the Digital Age Conflict Mediation and Problem Solving Commitment Virtual Leadership Best Practices Summary/Action Plan Practice Scenarios Virtual Coaching The contractor must contact the station s point of contact (POC) at least two weeks prior to the course start date. 4. Place(s) of Performance: The course may be delivered virtually to employees at the San Juan VA Regional Office, 50 Carr.165, Guaynabo, PR 00968 through an online platform to ensure participation of remote employees as appropriate. 5. Scope of Work: This contract requires the internet service to be reliable and stable all the time with no less than 10 Mbps download and 5 Mbps of upload. B. SCOPE OF WORK: The contractor shall furnish instruction materials, live instructor(s) and online platform setup required to accomplish the delivery of the course. The contractor shall not commence delivery of services in this SOW until the CO has conducted a kickoff meeting or has advised the contractor that a kickoff meeting is waived. C. SCHEDULE FOR DELIVERABLES: Contractor shall provide station POC with a written report of course outcomes and a complete list of participants/attendees. D. PERIOD OF PERFOMANCE: The course will be offered to VBA employees within the year. E. CHANGES TO STATEMENT OF WORK: Any changes to this SOW shall be authorized and approved only through written correspondence from the CO and San Juan Regional Office POC. A copy of each change will be kept in a project folder along with all other products of the project. Costs incurred by the contractor through the actions of parties other than the CO shall be borne by the contractor. F. GOVERNMENT RESPONSIBILITIES: VBA will support the contractor at all times to ensure course is delivered successfully. G. CONTRACTOR EXPERIENCE REQUIREMENTS KEY PERSONNEL: Skilled and experienced professionals and/or technical personnel are essential for successful contractor accomplishment of the work to be performed under this contract and subsequent task orders and/or options. . H. SECURITY: Contractor personnel will be required to contact the government designated point of contact (POC) when reporting for service delivery. Current rules and regulations applicable to the premises, where to the work shall be performed, shall apply to the contractor and its employees while working on the premises. These regulations include, but are not limited to, being escorted by VBA officials, presenting valid identification, restrictions and any applicable safety procedures as outlined in the site regulations. Contractor does not require connection to the VA network since non-VA online platforms will be used for the service; therefore, C&A requirements do not apply, and a Security Accreditation Package is not required. CONTRACTOR RESPONSIBILITIES: The contractor shall furnish all personnel and instruction materials required to perform work under the contract. The date to deliver the course should be scheduled and notified to the San Juan Regional Office POC. The contractor shall provide advanced notice to schedule changes to the San Juan Regional Office POC. Further, the contractor will be responsible for the actions of all individuals provided to work for the VA under this contract. In the event any damages arise from work performed by contractor personnel, under the auspices of this contract, the contractor will be responsible for all resources necessary to remedy the incident. J. CONTRACTOR POINT OF CONTACT: The contractor shall furnish one designated point of contact (POC) to the government s designated COR and POC for coordination of service. The POC will be empowered to make decisions to ensure that the contract implementation meets the terms and conditions of the contract. The POC shall be available during the hours of 7:30 A.M. 4:30 P.M. (AST/EDT), Monday Friday. PERSONNEL QUALIFICATIONS: The contractor shall be required to provide fully qualified and certified service, as well as personnel in sufficient numbers to deliver the course actively and efficiently during the contract period. L. HOURS OF OPERATIONS: The contractor shall perform services between 8:00 A.M. and 4:30 P.M. (AST/EDT), Monday through Friday (based on available dates to deliver the course), excluding holidays observed by the Federal Government. The contractor shall complete the delivery of the course effectively by end of established work hours.
