06/16/23 FAA responses to industry questions are provided in the attached document entitled ""DNTS Draft SIR QA Responses_15 Jun 23"".� 05/05/23 1. Purpose of Announcement This announcement is an opportunity for Industry to review the DRAFT Screening Information Request (SIR) for Dedicated Network Telecommunications System (DNTS).� The DRAFT SIR is for informational purposes only and not a request for any form of a proposal. The FAA is not seeking and will not accept unsolicited proposals. The FAA is seeking feedback from interested sources that are capable of fulfilling the FAA�s requirements. The FAA will make no contract award and will not procure any material via this announcement. 2.� Summary Requirements Description The DNTS acquisition establishes a 10-year strategic sourcing contract to acquire FAA-standardized, commercial off-the-shelf telecommunications equipment to modernize FAA�s on-airport communications systems.� The DNTS equipment obtained through this procurement will replace the legacy communications equipment. By providing new technology, greater capacity, and increased operational availability, DNTS enables the FAA to support current airports, future expansion projects, and new facility starts with a modern, standardized FAA-supported telecommunications infrastructure. Although, DNTS will implement modern, fiber-optic technology, it must also support legacy interfaces and be physically compatible with existing on-airport equipment where they cannot be replaced. The DNTS contract acquires mainly commercial telecommunications equipment that meets the requirements in the DNTS product description FAA-P-2978. However, the contract also acquires support services to assist the FAA in completing the various checkpoints to reach In-Service Decision such as preparing test plans and test reports; preparing technician service manuals and an FAA Academy training course for FAA field technicians; and developing the configuration, quality, and logistics control data.� Once DNTS has reached In-Service Decision, contractor responsibilities will be limited to ongoing services such as supplying, shipping, and labeling FAA-ordered equipment; supporting FAA quality inspection requirements; maintaining the DNTS configuration baseline; proactively reporting manufacturer End-Of-Life support or supply shortages; maintaining a trouble ticket system; and providing off-site warranty repair and support services.� 3. Organizational Conflict of Interest An OCI means that because of existing or planned activities, an offeror or contractor: Is unable or potentially unable to render impartial assistance to the agency; or Has an unfair competitive advantage; or The offeror or contractor's objectivity is or might be impaired. Prospective offerors or current FAA contractors are encouraged to review FAA Procurement Guidance T3.1.7 Organizational Conflict of Interest, and become familiar with the following SIR clauses available at https://fast.faa.gov/contractclauses.cfm.� 3.1.7-1 Exclusion from Future Agency Contracts (July 2018) 3.1.7-2 Organizational Conflicts of Interest (July 2018) 3.1.7-4 Organizational Conflict of Interest - Mitigation Plan Required (October 2019) 3.1.7-5 Disclosure of Conflicts of Interest (July 2018) 3.1.7-6 Disclosure of Certain Employee Relationships (January 2019) Both prospective offerors and current FAA contractors should be ready and capable of responding to OCI clauses related to the DNTS SIR. The FAA is committed to working with potential vendors to identify, avoid, neutralize or mitigate actual or perceived OCI situations. Interested vendors are instructed to contact the DNTS Contracting Officer (CO) at the earliest possible time to evaluate whether any identified actual or potential conflicts of interest may be avoided or mitigated. 4. Draft SIR Instructions The FAA welcomes industry questions and comments by submission of Attachment L-5 Offeror Clarification Question Template.� Section 2 of Attachment L-5 includes the option to request an individual Q&A session with the FAA to review its questions/comments, which must be submitted in advance.� The FAA, in its discretion, may elect not to hold individual Q&A sessions. Any response provided to one company during an individual Q&A session may be published to all companies on Sam.gov.� Please NOTE that the FAA may not officially respond to all written questions/comments received, but will use the received questions / comments to mature the documents for Final Format and SIR release. The FAA anticipates release of the final DNTS SIR in the 3rd quarter of calendar year 2023, but may release the SIR earlier or later. All comments/questions and requests for Q&A Sessisons must be submitted by 3:00PM ET May 23, 2023, to the DNTS Contracting Officer, Austin.W.Francis@faa.gov and DNTS Contract Specialist Maria.J.Ashby@faa.gov. Please include the words �Draft DNTS SIR Comments� in the subject of your email.
