Description
Notice of Intent to Sole Source for Sartorius Octet R8 protein analysis system Special Notice # NIHOD SS 061623 The National Institutes of Health (NIH) intends to award a Firm-Fixed-Price purchase order for Laboratory Equipment and related services to Franklin Young International, Inc. In accordance with FAR Part 6.302-1, the Contractor is the only known responsible source who can provide the equipment and related support services per specifications. The National Institute on Deafness and Other Communication Disorders (NIDCD)section on Sensory Physiology and Biophysics is engaged in fundamental research aiming to understand the structure and role of various components related to deafness in humans and known to be a source of various hearing-related disorders. NIDCD is seeking to acquire a protein analysis system with the availability of fast and accurate characterization and analyses of biomolecules. This notice is not a request for competitive quotes. However, any party that believes it can provide the equipment and related services as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to satisfy the requirement. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government. It is anticipated that an award will be issued approximately five (5) days after the date of this notice unless the Government determines that another organization has the capability to meet this requirement. Please email responses to Sharmaine.fagan@nih.gov no later than 12:00 p.m. EST on Tuesday , June 20, 2023. Specifications: Benchtop biomolecule interaction detection system Requirements: Is fluidics-free and based on Bio-Layer Interferometry. Can measure 1-8 samples in parallel for affinity, kinetics, or protein titer determination for up to maximum sample well capacity of 96 in one walk-away run. Affinity or kinetic analyses include binding constants (kabs, ka, kd, and KD) because of protein-protein or protein-small molecule interactions. Protein titer determination defined as the concentration of active protein as determined from a standard curve with known concentrations. Epitope binning analysis, including cross-blocking matrices and trace overlays, can be measured for 8x8 pairwise interactions in one walk-away run. Compatible with crude samples and is non-destructive allowing full sample recovery and usage without cross-contamination from other running buffers. Rapid determination of antibody concentration to enable real-time monitoring of protein production. IgG concentration time: 2 minutes for 8 samples, 32 minutes for 96 samples. High throughput screening of proteins, antibodies for off-rate and affinity ranking. High resolutions kinetic characterization for protein-small molecule interactions, affinity maturation and lead candidate selection. Simultaneous comparison of up to 8 different buffer conditions. Biosensors ligand immobilization can take place inside (online) or outside (offline) of the instrument for increased throughput and workflow flexibility. Converts ELISA assays into rapid, no-wash one or multiple step assays that maintain assay integrity in the presence of low affinity binding interactions. Dynamic range for direct quantitation of human IgG: 0.05-2000ug/mL. Unattended experiment run time is up to 12 hours with the microplate evaporation cover. Capability to integrate into a GxP compatible workflow and IQOQPQ assays with audit trailing of all the results for system qualification records. Data Handling and Storage: Integrated software package for operation and data analysis. Data exportable as Microsoft Excel CSV & PDF file formats. Be Windows 7 and 10 compatible. RS232 and USB interfacing.
