Description
The purpose of this Sources Sought synopsis is to conduct market research with the goal of identifying business parties with the interest and resource capabilities to complete the requirements described within this notification. Through analysis of submitted responses, the general work performance capabilities of interested Small Businesses for a potential Small Business set-aside procurement will be determined. This is not a Request for Information (RFI), Request for Quote (RFQ), Invitation for Bid (IFB), Request for Proposal (RFP) or any commitment to future solicitation announcements. This Sources Sought is an appeal to marine vessel tugging service providers by the Government to use for market research purposes. Although participation is promoted, you will not be prohibited or excluded from participating in future solicitations if you choose to not provide a response to this notification. The potential provision of services will be for marine vessel towing under a BPA contract to the JRRF for intra-fleet and emergency services for vessels assigned to the U.S. Maritime Administration�s (MARAD) Division of Atlantic Operations (DAO). DAO is responsible for maintenance, operation and berthing of Ready Reserve Force (RRF) Program vessels, National Defense Reserve Fleet (NDRF) vessels, and Maritime Academy Training Ships located along the U.S. east coast. Tug services required are classified as NAICS 488330 (Navigational Services to shipping) in nature, which has a size standard of $41.5 million. There will be no solicitation or technical scopes of service provided at this time. Capable Small Businesses are strongly encouraged to review and provide a submission according to the directions in this notice. Any information submitted to this Sources Sought is strictly voluntary. Business capabilities will be evaluated solely for the purpose of determining whether your small business is willing and capable of performing the requirement. The Government shall seek opportunities to solicit adequate competition among the potential pool of available contractors. If considered, the Limitations on Subcontracting clause (FAR 52.219-14) applies and will require that at least 50 percent of the amount paid by the Government for contractor performance be allocated for subcontractor performance. Contract task orders may vary in size and scope and it is possible that there will be several large and small task orders issued concurrently, requiring increased management engagement. The meeting or exceeding of tug service equipment capable of providing 3,000 horsepower with a twin screw conventional, either an ASD or Z-drive tractor. Ability to resource and support heavy weather preparation, contingency and recovery operation, and harbor support services. Explanation of proposed prime and subcontractor structured business arrangement. Any information provided to the Government in response to this announcement will become U.S. Government property and will not be returned. All proprietary or classified information will be treated appropriately.
