- THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE Introduction This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. Purpose The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego (FLCSD) intends to negotiate a firm-fixed priced purchase order on a sole source basis with Commercial Satellite A/V COMSATAV, 5220 Anna Ave, Suite B, San Diego, CA 92110. Authority This acquisition is being conducted under the authority of Federal Acquisition Regulation (FAR) 13.106(b)(1) for purchases not exceeding the simplified acquisition threshold of $250,000, allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 517410 - Satellite Telecommunications with a size standard of $38.5 Million. Description USS CARL VINSON requires an upgrade and installation of Direct TV hardware that supports full HD streaming services. Current Standard Definition configuration does not support Direct TV�s HD streaming services. This project will update and upgrade the current television headend to provide 48 channels of full unencrypted HD digital signal to all of the displays that are part of the ships distribution. The existing linear satellite system and studio sources will be updated to have digital modulation. The Marine Stabilized Satellite Receiving Dish and will be updated as part of the installation.
