Description

The Commander Fleet Readiness Centers (COMFRC) Procurement Group, Patuxent River, MD 20670 hereby gives notice of their intent to award a purchase order to Advanced Simulation Technology, Inc., 500A Huntmar Park Drive, Herndon VA 20170 (Cage Code: 0VFW3) on a sole source basis in accordance with the Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(i), only one source reasonably available and no other supplies or services will satisfy agency requirements. The Fleet Readiness Center Southwest (FRCSW) Fleet Support Team (FST) has a requirement for the MH60RS software support stand-up Mission Software Fleet Support Team (MSFST) and has been tasked to procure and maintain software. ASTI Audio & Communication System is the OEM for the Telestra SN 52107 computer which resides in our MH60RS Test Bench. To meet security requirements this computer (Telestra SN 52107) software needs to be patched and updated monthly. ASTI Audio & Communication Systems is the OEM for the Telestra SN 52107 box that is part of MH60 Test Bench. Advanced Simulation Technology, Inc. is the only provider of this software. Switching to a different Audio & Communication environment will involve a complete re-build of the MH-60R/S Audio hardware software which will dramatically increase cost and schedule because ASTI is the only vendor with the Data Rights. Advanced Simulation Technology, Inc. is the only known qualified source capable of satisfying the Government's specific requirements and mission for this procurement. For this reason, the Government intends to procure these products on a sole source basis from Advanced Simulation Technology, Inc. (CAGE Code: 0VFW3). THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received within two (2) calendar days after the date of the publication of this synopsis, will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
