Description
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Sigonella Naples Site Contracting Department, Naples, Italy, intends to award a single, Firm-Fixed-Price (FFP) type contract for Air Terminal and Ground Handling Services (ATGHS) in support of the Defense Transportation System (DTS) to include, but not limited to, all US Government owned or operated aircraft, US sponsored foreign Government or civil aircraft, Coalition Forces aircraft, North Atlantic Treaty Organization (NATO), Strategic Airlift Capability Heavy Airlift Wing (HAW) aircraft, commercial contract aircraft, and commercial tendered aircraft, at primarily the Naval Support Activity (NSA) Naples (military), and occasionally at the Italian Military Ramp. The Government will solicit and award using the policies and procedures of FAR Part 12, Acquisition of Commercial Items; FAR Part 15, Contracting by Negotiation. Services will commence on/around 01 April 2024 and continue through 31 March 2025 and will include four 12-month option periods. The contract will contain the option to extend services in accordance with FAR clause 52.217-8 to allow for performance through 30 September 2029 if exercised. A request for information (RFI)/sources sought notice (number N6817123R0009) associated with this solicitation was posted on 26 February 2023 to identify interested sources and to obtain feedback on a draft Performance Work Statement. As a result of information obtained from responses to the RFI/sources sought notice, this requirement will be solicited competitively as a service-disabled, veteran-owned small business set-aside. The activity�s small business office concurs with this determination. The NAICS code applicable to this procurement is 488119 Other Airport Operations. The size standard is $40 million. The Product Service Code is M1BE Operation of Airport Terminals. The anticipated award date is 30 November 2023. Against this requirement the contractor shall facilitate on-time aircraft departures and maintain the ability to provide sustained ATGHS for a Working Maximum on Ground (WMOG) capability of three (3) wide-body aircraft or the equivalent thereof, as defined in Appendix A of the Performance Work Statement (PWS). The place of performance is Sigonella, Sicily, Italy. The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form. THE SOLICITATION IS NOT YET AVAILABLE. The expected availability date is in July 2023. Once available, the solicitation will be posted to this site EURONECO with transmission to the Government Wide Point of Entry (GPE) at https://sam.gov. Proposals shall be submitted as per the Addendum To Far 52.212-1 - Instructions To Offerors--Commercial Products And Commercial Services (Mar 2023). All interested sources shall follow instructions in the solicitation. All responsible sources may submit a proposal that will be considered by the Government. By submitting a proposal, the offeror will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the proposal. By submission of a proposal, the offeror acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the solicitation. Lack of registration in the SAM database will make an offeror ineligible for award.
