Description

This is a Synopsis Notification (Intent to Sole Source).� The Mission and Installation Contracting Command (MICC) at West Point intends to negotiate and award a purchase order on a sole source basis to only one responsible source in accordance with FAR 13.106-1(b)(1)(i).� ""Only one responsible source"" is based on the company being the sole developer and provider of the product and/or service and is therefore the only source capable of satisfying the Government's requirement.� The Government intends to solicit and negotiate with: � � � � � � � � � � � � � � � � � � � � � � � � � �Elsevier Inc. � � � � � � � � � � � � � � � � � � � � � � � � � �230 Park Ave, 8th Fl. � � � � � � � � � � � � � � � � � � � � � � � � � �New York, NY 10169-0929 This requirement is for renewed access to Elsevier�s digital platform and its contents by The Jefferson Library at West Point.� Access to their platform has been ongoing for the past 3 years under Contract# W911SD20P0007, W911SD21P0004, and W911SD22P0099.� The current Period of Performance (PoP) expires on 09/21/23.� The next PoP is for a 1-year (12 month) period from 09/22/23 thru 09/21/24.� �� MFR:� Elsevier Inc. P/N#:� ScienceDirect Online � Elsevier ITEM:� License Subscription (Digital Platform and its contents) QTY:� 1 year (12 months) (09/22/23 thru 09/21/24) NOTE:� The content includes Journal Collections (Complete and Complete Freedom Packages). This is considered a sole source to Elsevier Inc because � based on market research and to the best of MICC West Point�s knowledge � their digital platforms and its contents are the sole property of Elsevier Inc.� Its contents are only accessible through their network database.� The vendor does not sell nor supply access to their platforms through third parties.��� � � � � � � The NAICS Code Qualifier is 513120; SBA Size Standard is 1000 employees.
