- The National Institute of Standards and Technology (NIST) Acquisition Management Division, intends to negotiate with the Institute of Nuclear Power Operations (INPO) (Unique Entity ID: VAZXGSC5ZVY1), located in Atlanta, GA, on a sole source basis under the authority of FAR Subpart 13.106(b), soliciting from a single source to purchase access to the following INPO resources to support NCNR compliance: 1.����������� Access to the INPO website, which includes Operating Experience search pages, and Licensee Event Reports (LERs); provided. 2.����������� Access to the Nuclear Network� system that includes current nonproprietary operating experience. 3.����������� Access to Industry Reporting and Information System (IRIS). 4.����������� Copies of INPO publications in accordance with INPO's policy on technical publications. 5.����������� One assistance visit by INPO to NIST annually. 6.����������� Access for NIST to participate in the INPO CEO Conference (by up to two senior executives). 7.����������� The opportunity for NIST personnel to participate on INPO evaluation team visits and assistance activities to U.S. nuclear plants either as peer evaluators or observers as agreed to by both Parties, and as consented to in writing by the plant being evaluated. 9.����������� Access to NIST personnel to participate in INPO�s seminars, conferences, and working meetings conducted at the INPO offices in Atlanta (as space provides) and through Virtual Online Leadership Training (VOLT). The NAICS Code is 541611, Administrative Management and General Management Consulting Services, with a small business standard of $24.5 million. NIST anticipates negotiating and awarding a firm-fixed-price contract to INPO for this requirement. Interested parties that can demonstrate they could satisfy the requirement listed above for NIST must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used, it is estimated that an award will be issued in the fourth quarter fiscal year 2023. Any questions regarding this notice must be submitted in writing via email to ian.robinson@nist.gov. All responses to this notice of intent must be submitted to ian.robinson@nist.gov no later than June 20, 2023 at 2:00 p.m. EST.
