- The results of this sources sought will contribute to the Government's determination as to how to pursue this requirement (e.g. Small Business set-aside, Unrestricted, etc.) Wlliam Beaumont Army Medical Center (WBAMC) is needing medical gas that is medical grade USP rated by the FDA to fill two bulk oxygen tanks. There is a primary 9000-gallon oxygen tank with a 1500-gallon reserve tank that will support the main WBAMC. All gas manufacturers and fillers of medical gas must be registered with FDA as a drug manufacturer. Vendor shall have other centrally located FDA certified sites to support facility requirement in the event of emergency situation. All oxygen shall be manufactured, process, packed, transported, and stored according to FDA Current Good Manufacturing Practice (CGMP) regulations and all labeling shall comply with FDA labeling requirements.�Medical grade liquid oxygen shall be 99.9% pure at time of testing/certification prior to installation into the in- line system. Valid certificate of medical grade analysis must be provided when requested by the Government. Vendor shall be able to monitor via solar or satellite monitoring system to manage levels of medical gas. Vendor must be certified to perform and complete FDA annual inspection for bulk liquid oxygen. Vendor shall have facility access and POC trained and certified staff to perform any required maintenance and inspections at the local site or available within 4 hours of time of notification. Vendor shall be able to deliver Monday-Friday (with the exception federal or training holidays) between the hours of 0700 and 1530 as needed. Vendor shall be available to make emergency deliveries within 24 hours after Government notification. Vendor shall have an emergency contact system in place in the event of catastrophic or emergency situations (Federal Holidays: New Year�s Day, Birthday of Martin Luther King Jr., Washington�s Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, Christmas Day). Vendor must be licensed to transport and handle liquid oxygen. Vendor must be in compliance with DOT regulations regarding transporting medical gas to the facility to include cylinder structure and color-coded requirements according to Army Regulation 700-68.
