- Solicitation Number: NRMJ10002300915SML Notice Type: Sources Sought Synopsis Title: MKS Instruments Pressure Controllers and Mass Flow Meters Response Date: June 21, 2023 This is a SOURCES SOUGHT SYNOPSIS and is not a pre-solicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified U.S. Domestic businesses, which could include Small Business, HUBZone, 8(a), Service Disabled Veteran Owned, Women Owned Small Business firms and even Large Businesses. Responses to this Sources Sought Synopsis will be used by the Government in making appropriate acquisition decisions. The NOAA Oceanic and Atmospheric Research (OAR), Earth Systems Research Laboratories (ESRL), Global Monitoring Laboratory (GML) operates the largest air sampling network in the world to monitor the spatial and temporal distribution of greenhouse, ozone depleting and reactive gases. Approximately 20,000 discrete whole air samples are collected and analyzed per year for important contributors to climate change and air quality. GML is expanding the monitoring networks, both discrete air collection sites and in-situ observation stations to better map the spatial and temporal distributions of the major greenhouse gases and other trace species. This expansion requires a rapid buildup of GMLs measurement capabilities. Flow and pressure sensors/controllers must be of high purity to ensure samples are not contaminated during sample measurement. Therefore, the GML requires seven (7) MKS Instruments electronic pressure controllers with integrated mass flow meters, and twelve (12) all-metal mass flow meters.� INTENDED USE/PURPOSE: Electronic pressure controllers will be for use in the new discrete air and in-situ measurement systems, and mass flow meters for diagnostic flow measurements on the new in-situ analysis systems. All components used in the system must be extremely clean and not contaminate the samples during analysis.� High quality, all metal pressure and flow controllers perform much better than inexpensive elastomer sealed units for applications where the measured sample air passes through the pressure controller. SPECIAL REQUIREMENTS/ESSENTIAL SALIENT FEATURES: Pressure Controllers (7) Self-contained, absolute pressure controller with closed loop control electronics with an integrated mass flow meter to monitor flow rates Inlet pressure: 5 � 30 psig Outlet controlled pressure:� 0 � 1000 torr Outlet controlled pressure stability: +- 0.2% of set point Materials:� All surfaces exposed to gas stream should be high quality stainless steel. Time response for pressure control:� 1 second Flow rates:� up to 1000 sccm Mass Flow Controllers (12) Self-contained, electronic mass flow meter All metal sealed VCR connections for leak tight installation Flow rates of up to 20 L/min +- 1% accuracy DELIVERY SCHEDULE: Deliver by 8 weeks after date of award. The North American Industry Classification Code (NAICS) is 334513 with a size standard of 750 employees. Interested firms shall provide, in writing, a brief narrative (no more than 3 pages in length) and documentation to support your firm�s capability and experience meeting the requirements herein and include your firm�s name, address, point of contact, telephone number, UEID Number, CCR CAGE Number, business type and size (i.e., small, large, non-profit, educational, etc.). Any response that does not include this information will not be considered. The Government will review your response to determine if your firm has the experience, knowledge and capability to provide the items as specified above.
