- Please see the attached DOCAT5 Industry Day slides and DOCAT5 Question and Answer Matrix dated 10 Aug 2022. ----------------------------------------------------------------------------------------------------------------------------------------------------------------------- NOTICE:� This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only.� Any information submitted by respondents to this sources sought synopsis is voluntary and will not be returned.� The Government will not reimburse any costs incurred or associated with the submission of information in response to this notice. 1.� Purpose: The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside.� The proposed North American Industry Classification Systems (NAICS) Code is 336411 � Aircraft Manufacturing with a corresponding size standard of 1500 employees. The Government will use this information to determine the best acquisition strategy for this procurement.� The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns.� The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code.� Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past five years.� Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2.� Program Details: The potential requirement will consist of the contractor providing all of the following qualifications/requirements for one of the below listed services: DOCAT5 Services: Service Type:� The 5th generation of the Depot Onsite Contract Augmentee Teams (DOCAT5) contract is intended to provide personnel to perform maintenance and related tasks for the 309 Maintenance Groups for the Ogden Air Logistics center (OO-ALC) at Hill AFB, Utah and it�s geographically separated units primarily located at Davis Monthan AFB and Randolph AFB.� Representative tasks will include the modification, maintenance, inspection, and repair of various aerial weapon systems and related components, ground support equipment, and vehicles.� Task Orders will specifically define the scope of the requirement, duties and skills required for the accomplishment of the Task Order, and schedules of deliverables.� The Contractor Management Staff is advised that it is not possible to determine the precise types or amounts of services that will be ordered during the term of the contemplated contract.� It is contemplated that Task Orders will be non-performance based and will require the augmentation of services provided by Air Force military personnel and DoD civilian employees.� The contractor shall have access to Government-furnished tools, technical data, equipment, workspace, and supplies as necessary to fulfill Task Orders issued under the contemplated contract and as specified in the individual Task Orders.� However, no part of this effort, the basic contract, or any task order issued under the basic contract shall be construed to require the contractor to provide personal services.� The performance of Task Orders must be diligently and conscientiously monitored at all times by the contractor and the government to ensure that only the Contractor shall exercise supervision and control over Contractor personnel. Locations of Work: The Depot On-site Contract Augmentee Teams 5 (DOCAT5) program supports maintenance and related tasks for Ogden Air Logistics Complex (OO-ALC), Utah and Continental United States (CONUS) Geographically Separated Units (GSUs): Arizona, Aerospace Maintenance and Regeneration Group (AMARG) Davis-Monthan Air Force Base (AFB); California, Vandenberg AFB; Montana, Malstrom AFB; North Dakota, Minot AFB; Texas, Randolph AFB; and Wyoming, FE Warren AFB, as outlined in the Statement of Work (SOW). Task orders may be issued for any of these locations, but work will likely only be performed at Hill AFB, Davis Monthan AFB, and Randolph AFB. Key Personnel Requirements: IDIQ Program Manager (PM) The IDIQ PM is responsible for overall execution of the DOCAT5 IDIQ contract. The IDIQ PM serves as the focal point between government program and contracting personnel, and their company�s management regarding all issues and discrepancies and should have the authority to make most or all decisions regarding the contract on behalf of their company. The IDIQ PM ensures full compliance with the terms and conditions of the contract, and ensures that non-conforming contract services are corrected. The contractor shall provide contact information for the IDIQ PM and alternate to the government within 5 days of contract award and within 5 days of a change in this position. The IDIQ PM and alternate must be able to read, write, speak, and understand English. The IDIQ PM and alternate are the only Key Personnel. Schedule Requirements: On-site supervisor. Most task orders will require an on-site supervisor. On-site supervisor shall be responsible for ensuring that they, or a work lead are available each day for shift standup to receive work assignments for their employees. The contractor�s on-site supervisor shall handle day-to-day supervisory duties of the contractor personnel such as time-off, distribution of work assignments to contract personnel, and will be the primary liaison between government, shop-level supervision and contractor employees. Work leads may fulfill these duties if an on-site supervisor is not assigned. Contractor shall have an on-site supervisor in place on the first day of the task order period of performance (PoP). Contractor Performance Readiness. For new task orders, contractor shall have 75% of the required workforce in place no later than (NLT) 45 days after contract award date and 100% in place by day 75. �For existing task orders with less than 100 personnel, contractor shall have 100% of the required workforce in place NLT 30 days after contract award date. For existing task orders with 100 personnel or more, contractor shall have 90% of the required workforce in place NLT 30 days after contract award date and 100% in place by day 60. For new task orders requiring hard to fill labor categories or classified clearances, contractor shall have 50% of the required workforce in place NLT 45 days after contract award date, 75% NLT 75 days after award, and 100% NLT 90 days after award. Contract Management: The Contractor shall have in place a Human Resource Management Program to ensure qualified candidates are identified, screened, placed, monitored, and trained/retained to fulfill service requirements under this contract. The Contractor shall accomplish Task Order requirements by hiring and retaining qualified personnel with appropriate combinations of education, experience, knowledge, training, abilities and skills, as well as physical capabilities. The Contractor shall maintain clear organizational authority and responsibility to effectively manage and control DOCAT5 personnel. This shall be accomplished without requiring Government employees to engage in the Contractor�s operational or human resource management processes. The Contractor shall have a Quality Management protocol to ensure the requirements of this contract are provided as specified in the task order SOW and that quality service is maintained throughout the life of the contract. 3. Requests for Information (RFI) for Industry: Below are the current RFIs that the Government has for all interested parties: The Government is currently contemplating a Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract.� Do any interested parties have any reservations with regard to a 10-year IDIQ? The Government is currently contemplating a firm fixed price contract. Does industry suggest any alternative to this pricing structure that would likely result in better value to the Government? From the industry perspective, what risks are borne by the Government with a services contract of this type and how can the Government structure the contract and SOW to mitigate these risks? Would industry like the Government to hold an Industry Day? If so, please send your representative�s information NLT 25 July, 2022.� The Industry day would be held during the week of August 8, 2022. Specific time and date will be determined based on interest. NOTE: Please submit electronic response indicating capability to supply the aforementioned item(s) via line card or published description (no more than 10 pages) as well as POC (name, telephone # and email address) along with contractor's CAGE, unique entity ID, and the physical location of your facility to the individuals listed within this notice. All work shall be performed at the above listed locations. This request may not directly lead to a Request for Quotation/Proposal. Deadline for submission is 5:00 p.m. MST, 21 August 2022.
