The solicitation documents have been posted per the uploaded 4 attachments titled,�6913G623R200003, Attachment 1-Locomotive Locations, Attachment 2-Wage Determinations and Attachment 3- Pricing Schedule. All details pertaining to this solicication can be found in the solicitation attachment titled�6913G623R200003. The Offeror shall adhere to the solicitation instructions and submit responses accordingly.� Inquiries: Any questions, clarification requests, or other inquiries pertaining to this solicitation MUST be submitted not later than 1:00pm Standard Eastern Time on, June 12, 2023. Any questions received after this time and date shall be answered only if determined by the CO to be in the best interest of the Government. All inquiries shall be submitted by email to rachelle.faiteau@dot.gov and should include the RFP number in the subject line.� Proposals must be received via email to Rachelle.faiteau@dot.gov by 4:00pm EDT June 23, 2023.� The United States Department of Transportation (US DOT), Office of the Secretary (OST) Volpe National Transportation Systems Center (Volpe Center), Cambridge Massachusetts intends to issue a solicitation on a competitive basis for the maintenance services of N-Viro-Motive Gen Set locomotives. The Volpe Center is supporting the U.S. Army by improving safety and the operational capability rate of the Army�s fleet of locomotives.� The U.S. Army owns and operates twenty-nine ultra-low emitting multi-engine GenSet locomotives at ten different Army rail installations in the United States. Maintenance, and periodic inspections are required to retain operational capability of the locomotive fleet. The contractor shall provide locomotive repairs, maintenance, technical support, systems upgrades and periodical inspections in support to the Army�s GenSet fleet of locomotives in addition to supporting the Army�s conventional fleet of locomotives by troubleshooting non-operational units located at 10 different locations around the United States. The solicitation is being competed as a full and open and is intended for a single Indefinite Delivery Indefinite Quality (IDIQ) award. The successful Contractor will provide services in the following task areas 1) Preventative Maintenance, 2. Airbrake and Filters maintenance, 3. Engine Maintenance, 4. Locomotive Technical Training, 5. N-Compass Support, 6. Emergency On-site Support, 7. Locomotive Contingency Support and 8. Engine Fuel Injector Replacements.�� The North American Industry Classification System (NAICS) Code for this acquisition is 488210 - Support Activities for Rail Transportation; the Small Business size standard is $34.0M.�Proposal will be due approximately 25 days following the issuance of the solicitation, subject to change with the issuance of the solicitation. The contract award in response to this solicitation will be an IDIQ and firm-fixed price task orders will be issued for individual requirements. The term of the order period of the contract will be, 1 year base period, with three(3), twelve month options. The Volpe Center uses electronic commerce to issue Request for Proposal (RFP) and amendments to RFPs. The solicitation and any documents related to this procurement will be available on www.SAM.GOV.� Paper copies of these documents are not available and no hard copies will be mailed. The Government will not pay for any documentation provided in response to this synopsis and any documentation received will not be returned to the sender.
