- SOURCES SOUGHT NOTICE:�W912EP23Z0040 KISSIMMEE RIVER RESTORATION S-69 WEIR REPAIR, HIGHLAND AND OKEECHOBEE COUNTIES, FLORIDA This is announcement constitutes a Source Sought Synopsis.� This announcement seeks information from industry and will only be used for preliminary planning purposes.� THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS.� Respondents will not be notified of the results of the evaluation.� The Jacksonville District of the U.S. Army Corps of Engineers is seeking interest from prospective offerors for a potential fiscal year (FY) 2024 award of the aforementioned project.� The purpose of this synopsis is to gauge of interest, capabilities and qualifications of various members of the Construction Community, specifically 8(a) Small Businesses, as the Government is contemplating procuring this requirement under Section 8(a) of the Small Business Act (SBA). The proposed project will be a Firm Fixed Price (FFP) contract. The Jacksonville District anticipates the issuance of a Request for Proposal (RFP). No reimbursement will be made for any costs associated with providing information in response to said synopsis or any follow-up information requested. The Jacksonville District of the US Army Corps of Engineers is seeking the response of interested and qualified contractors for the subject project which consists of both demolition of existing features and construction of new features. �Associated work is inclusive of but not limited to: (a) Demolition of temporary riprap/flowable fill weir with an approximate length of 110 feet by an approximate width of 15-17 feet (at base); (b) Demolition of reinforced concrete cap along displaced line of sheet pile; (c) Removal of� riprap and geotextile along west side of displaced line of sheet pile; (d) Removal of flowable fill between east side of displaced wall section and west edge of driving slab, down to approx. El. 26 ft (depth of approx. 1 ft); (e) Expose and cut-off top of existing steel sheet pile (PZ22 section) along displaced line of wall, down to approx. El. 25-25.5 ft (depth of approximately 2 to 4 feet below top of exposed sheet pile) which will require additional, localized removal of flowable fill); (f) Preparation of the western edge of driving slab for connection with new slab which may include saw cutting, chipping, hydro-blasting, or a combination of these efforts. Work associated with the construction of new features may include: (a) The installation of a dewatering system to maintain groundwater level within construction area (generally along the west and north sides of the sheet pile wall) to no higher than El. 23 ft.� The contractor shall maintain the level of dewatering throughout construction duration of associated features; (b) Placement and compaction of fill soil along west/north sides of wall (in areas where riprap was removed), up to approximately El. 26 ft; (c) Construction of new reinforced concrete slab (1 ft thick), turn-down (approx. tip El. 24 ft), and connections with exposed sheet pile and prepared edge of driving slab; (d) Construction of new reinforced concrete cap (top El. 29.55 ft) to tie-in with remaining/existing cap alignments; (e) Completion of post-construction grouting below slab and (f) Replacement of geotextile and Type C riprap along west and north sides of structure.�� The Estimated Magnitude of construction is between $1,000,000 and $5,000,000. The subject project has a total estimated period of performance of 240 calendar days, inclusive of commencement. The contractor shall commence work within 60 calendar days of receipt of the Notice to Proceed (NTP) and prosecute the work diligently. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 237990, Other Heavy and Civil Engineering Construction. The Small Business Size Standard for this project is $45 Million. If procured as a competitive acquisition, the anticipated solicitation issuance date is on or about 18 August 2023 while the anticipated response date is on or about 18 September 2023.� The official Synopsis citing the solicitation number will be issued on the SAM.Gov Contracting Opportunities Website: https://sam.gov. Responses to this Synopsis shall be limited to 5 pages and shall include the following information: Company/Contractor name, address, point of contact, phone number and e-mail address. Company�s interest in bidding on the subject requirement when issued.
